Defense: 45% vs 46.88%
When the enemy debuffs your defense by 1.88%?
We don' need no stinkin' signatures!
Technically anytime you get hit with a def debuff but not by much if more than around 1.88%
46.88% is an oddly specific number, but 46.5% is one small purple from the Incarnate softcap. 45.875%, if you have the increased insp effectiveness from the rewards tree.
But yeah, that extra 1.88% defense will generally not be transformative.
If you're working on a build, gimping damage in order to squeeze out another 1.8% defense is not necessary as you could get the same benefit from simply swallowing a purple or 2.

That extra <2% is always better than not having it. But it's worth almost nothing most of the time. Even when it's worth slightly more than nothing, it's still not a huge advantage. If you just sorta of accidentally end up with extra def, well, then, enjoy the extra cushion. But if you gave up something of value just to get that, it's probably not worth it.
Where it could help slightly is that a lot of bullet/sword attacks debuff defense by 7% or so (not positive of this number, but its fairly small). After the first one hits, a remaining defense of 39.88% vs. 38% gives you about a 25% better chance of NOT getting hit by the next attack and starting cascade defense failure.
Long answer:
If you happen to be getting hit by debuffs, it will make a difference, but not a noticeable one. Likewise in incarnate content, the 1.8% won't amount to a hill of beans.

If your character happens to be SR, that 1.88% will pretty much ensure that you will never drop below the soft-cap.
Thanks to the 95% DDR SR gets, a standard 7.5% defense debuff will only debuff you by .35%. That 1.88% over the softcap means it would take 7 of those hitting simultaneously to drop you below 45%. The odds of 7 defense debuffing attacks all hitting a soft-capped character simultaneously are pretty slim to say the least.
