I would have rather seen Merle as the governor, I think that would've been bettter for a story standpoint

While true, we would never hear the end of the comic fanboys crying foul over that. I would rather have seen Merle as the Governor myself....still I am hoping that he has some pull with the Governor...should be interesting at any rate.

As someone who has only seen season 1 via Netflix streaming, I'm actually surprised it didn't happen in S 2.

If you think about it, Merle coming back actually makes sense for what's in store for Rick (if that happens and it plays out like I think it will). It makes a lot more sense for the revenge angle rather than the Governor just randomly chopping him up to prove a point.
