Why was Windfall temp power changed?
the message clearly states what happens with it, personally i dont see anything wrong with it activating straight from the menu, its really annoying to go digging through my temp powers list to find it when i want to use it so this solves the problem

Probably because this is the only way for them to give the information popup. There's no mechanic that I know of that allows an info window when activating a power (temporary or otherwise).

I think the reason for the change (both for Windfall and for XP Booster) was simply that players were having trouble working out how to find and activate the temp power once claimed. Get enough support tickets on that and I can understand their decision to change the way it implemented.
Personally I don't like it, but I've had enough people on Lambda trials who seem completely unable to find and use a temp power to believe there were people out there who couldn't figure this out easily on their own.
As others have said, it's only mildly more inconvenient to claim it from the email menu - and until you do, it is 'saved for later' as there's no expiration on how long things can remain in the Character Items menu. It's a bit irksome, but if it saves the GMs a lot of headache I can understand it.

I'm not a huge fan of it either, simply because I now have to keep all those things in my e-mail and have the e-mail icon flashing red all the time. Plus I know in the past things have had a habit of disappearing from e-mail and never coming back.
Honestly, only one thing matters:
Could it be deactivated, thus saving time on it for later, after activated, the way it was claimed before?
If it was not a "toggle" before then the only thing that has changed is that it activates immediately when you claim it(and should want to use it) rather than being thrown in the way too full temp powers list.
Of course, I'm not a fan of my email button being permanently red due to unclaimed account and character items either. That should change.(seriously, can't claim ascension costume pieces until 50 and who burns through every character item as soon as they get it?)

1) There's a toggle in options that turns off unclaimable rewards (e.g. lv50-only rewards on a sub-50 character).

It still has the read email notifier. I don't want the items hidden, just the darn red email button unless I have an actual email.

Granted, I don't think you should get the red email notifier if you have account/character items to claim, but what I said is true. You can turn off unclaimable rewards and it will remove them from your list.

Item 3. There is a toggle to stop it flashing in the options menu! It does still stay red but better than the flashy thing!

Can we claim the base items more than once?
If not, I will most definitely be sitting on those until the end of time because I will never be sure I have found the correct super group to claim them and use them on.
I preferred the old way of claiming multiple use items, and single use items. The email method is clunky with it being too easily for my mouse(with wearing buttons) to register a double-click and unintentionally click two items possibly on the wrong character.

yah I like this change- it was a pain claiming it then having to dig around the powers window to find it and set it off.

As for others who say "there may have been a high demand from players for this change", I never once saw anybody in game, or on the forums mention this at all. In fact, I remember when the XP Booster was changed to auto activated upon claiming players were rather upset about it. I saw complaints in the help channel and maybe on the forums.
The thing that disturbs me is that, just like the XP Booster temp power, the change how Windfall is activated was a 'stealth' change. Never announced and never added to the patch notes, much less no reason given for why the change happened.

This is when players noticed the change to XP Boosters being auto activated upon claiming. Players seem to not have liked the change. Further down the page:

NO indication that the change was even asked for. From the sounds of it the devs decided it was too inconvenient to claim the powers and then have to find it in your temp power list. So I'm assuming this was a change that the devs decided to force upon us without even asking.

I was going to claim a few Windfalls from character email when I got this message:

Claiming Windfall now functions like XP Booster. It activates when you claim it. You can NOT save it for later. Why was this changed? What possible logic is there for this? It was never in the patch notes. Players complained when the XP Booster was changed to function like that and as far as I know a reason for the change was never given.
I would really like an explanation for this. I don't like things being changed like this that are hard not to notice without any transparency as to why they decided to change it.
