You just have to look at the real world. The US army has been working on Iron Man inspired powered armor for years, but it's still not been deployed (so far as we know...)
The arc reactor is only really required if you want enough power to fly and shoot energy beams. And it's already been spelled out the problem with arc reactor technology - it's too expensive. All that palladium it burns through is probably a major reason why. Tony's new element makes it more economic, if he is prepared to share. |

In IM 1 he saw his missiles and bombs being used by the enemy against American soldiers, it was one of his OWN bomb designs that put the shrapnel into him thus necessitating having an arc reactor installed in his chest. Then later in the movie Stane gets his hands on the original armor and modifies/weaponizes it into the Iron Monger.
IM 2 showed him again what can happen if armor tech runs amok as well as arc reactor tech being misused. Vanko also figured out how to make a mini-arc reactor like Tony's, Tony's only advantage later on was that he finished his father's work by creating the new element for the reactor.
Avengers: he makes a new reactor to power Stark Tower as part of a clean energy campaign but now he saw how it was misused by Loki along with the tesseract to open the portal to bring in the invasion force, plus he saw SHIELD (against Fury's orders) launch a NUCLEAR WEAPON at the city.
I don't think Tony will be very willing to share his tech anymore.

Unless it's a different location. And even if he moved his workshop to Stark Tower, I would expect anything designed by Tony Stark to be less drab and utilitarian. |

A 'sizzle' reel was shown at a Marvel panel tonight. New armor is controlled by Stark mentally (see Extremis story arc), and The Mandarin is in the next film.
