To further the confuzzlement, this limit is only for Major Story Arcs. There is no limit to the number of Minor Story Arcs you can have open. Crimson's story arc and Unai's story arc are both major arcs. I'm guessing your arc left over from level 1 is a minor story arc, and so should not count toward your 5 arc limit.
Harvey is introduced by Unai, so check your contact list again, and see if Unai's progress bar is up to the first tick yet (that's when he'll give you a contact). In any event, my suggestion would be to do more missions for Unai, until he's convinced to give up Harvey.
(Harvey is also introduced by Madeleine Casey, but since you are now 50, you've outleveled her missions (40-44), and so she probably won't give you any to count towards Harvey.)
You can only get Harvey through Unai or Madeleine, and Madeleine is closed to you, so go do Unai's missions. Eventually, you'll get Harvey.

The only thing I would add to this and this may not even be a factor for you but is worth noting for other.
If you started life as a villain or became one and then switched back you can pick up major story arc's over on red side that remain open even when you've switched back to blue side and can no longer access or even see those contacts in your list anymore.
So if you have 2 open arcs blue side and 3 red side you will not be able to get anymore, until you clear out some. This could mean going fully villain again just to check before returning back to blue side.

Thanks guys. Well, the bar on Unai is full. Could I have somehow missed Harvey? Or maybe since he's a magic based contact, he doesn't give tech origin characters introductions?

Almost all of my characters are Tech.
All in that range have Harvey as a contact.
Harvey doesn't care what your origin is.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Try Crimson or Maria Jenkins, there's some kind of random element to contact introduction.
Also, check your active contact list for lower level contacts still there. One of them might have the intro for you already.

try doing scanner missions + the bank mish.
Should be able to choose from a pool of randomly generated contacts once you complete the bank mission and talk to the detective.
Unless something has changed recently.
My moneyis on an Active Contact who has a Major Story arc (or more than one) from earlier in the game. Happened to me, and was from before the flags in the contact window.
Check your active contacts tab and clear off any and all contacts with an arc icon that are not in the 45-50 range.

The Bank mission worked!!! All I had to do was do all magic themed (well, I was being safe just in case) radio missions in PI, completed the bank mission, went back to the detective contact, and WHAM! He introduced me to Harvey Maylor! Very cool! Thanks everyone! You're the best!

Though your problem is resolved I should point out that I'm fairly sure having the maximum open arcs should not prevent you from being introduced to a new contact. The new contact wouldn't give you arc missions, but you should still be able to get an introduction.
