Has anyone ever been inside an actual police station?
They can be, but they don't have to be different for no reason. Moreover, they don't have to be different because the existing maps ere copied over without any obviously needed adjustments.

The City of Heroes setting is "the real world, plus superheroes". That's why it takes place in a city in modern America, rather than on a space station or some fantasy world. It is obviously different from the real world in many ways, but if the setting doesn't have a specific reason for something to be different, it is usually pretty safe to assume it mirrors reality.
I'm pretty sure that in a comic book world, things are different than in real life...

I don't think much of anything is a deterrent to the Repeat Offenders.
And aliens. And magic. And.... You've way oversimplified it. Given that Paragon is really close to a warzone ( and some parts actually ARE one ), I'd say the lights and such aren't that big of a stretch...

On a worthwhile tangent, the new Icon in Atlas Park has a phone that's always ringing.
It's worse than the siren in the police stations because there I'm usually clicking through some dialogs real quick. At the tailor I'm in there for a good while, trying out different pieces and such, and the phone becomes maddening (or if I hit mute, the silence becomes uncomfortable).
Singling out a specific SG is not kosher.

My dad was a cop, so yeah, I've been inside police stations. They're pretty quiet most of the time. Then again, the stations I've been in haven't been physically connected to the jail.
