Cannot use Powers in instance, Summon Lions Freezing Rain Steamy Mist

I am a level 18 Natural Mastermind and I cannot use the following Powers while in the "Death from Below" instance. Summon Lions, Freezing Rain, Steamy Mist
Is this by design or a bug?
Why can I not summon lions in instances?
Why can I not use Freezing Rain, Steamy Mist powers in instances?
I have no other pets summoned and the powers are not on cool down.

I can summon 1 single wolf inside the instance, but no more than one.
Is this by design or a bug?
Will I be able to summon more than 1 wolf in an instance at later levels?

Death From Below lowers (or raises) levels to LV 3. Powers over LV 8 aren't available. It's not a bug.

DfB is a low-level instance, so it automatically scales you down to a low level while you're running it. This means you lose access to powers that you got more than 5 levels above the level it's exemping you to.

In other words, it's the devs way of saying play other content besides DfB if you want to use all your powers.

However, being level 18, you're just past the start for running Drowning in Blood, for 15-50. Go get a team and give that trial a shot. Have fun. And read the info from clicking the green Shivans.

There is a fair bit of content that has a set level range and if your level is higher than this range it sets your character's level to the maximum for that content. This is the case for most Trials, Task Forces, and Ouroboros missions. This is called Exemplaring/Malefactoring.

When you are exemplared or sidekicked the icon next to the health and endurance bars shows your current effective level.

Your question has already been answered, I just thought I'd point out that we don't need to know your character's origin. It is irrelevant for 99.9% of the questions you could ask about your character.

Generally, when asking questions pertaining to your character, let people know your Primary and Secondary power sets. It is easy to infer that your sets are Beast Mastery/Storm Summoning from your question, but if you hadn't mentioned specific powers we'd have had no idea.

Death From below is really only intended to be run up until level 10 or 12 before you move on to other stuff. Don't get sucked into the teams that will run it all the way up until level 50. I've lost count of the number of people I've encountered that had no idea what any of their powers taken after level 10 did because all they had ever done was DFB from 1-50.

(Example: There was a guy who was convinced that Screech was a high damage attack because he was 1-shotting level 1 Hellions with it. It's a stun that deals almost no damage at all)

I admit, I kinda like running it up to level 14 on a new character, just to get Orobouros access (by asking someone else to drop a portal), but that's about as far as it goes.

Assuming I feel like teaming at all, that is.

That said.... what everyone else said. Time to do something else

This obsession with speed still mystifies me.

Why is it so important that you get to level 50 as fast as possible? Grind to 50 in a week so you can.......grind Incarnate content?

I know I only speak for myself, but I just play the game. I'll get there when I get there.

Some people don't like playing the low-levels. I've seen various different "cut off points" mentioned over the years for where people feel the game becomes fun. The big ones I see mentioned most often are 22 for SOs, 26 for the Primary Tier 8, 30 for IO sets, and 32 for the Primary Tier 9. Of course, some people just don't feel like they're having fun until they have a completely fluid attack chain and all their endurance management under wraps, et cetera, which for some people means the game doesn't start until 50.

It depends on the powerset(s) for me. Playing Super Strength before Foot Stomp? God, please kill me. But a Fire/Rad or /Dark Corruptor? Hit 12 and you're good to go for the whole game.

Back in the day it was Level 14 for me, primary travel power. Of course now with Primary travel available at level 4 or purchased travel powers like Ninja Run, that isn't the target anymore.

I think I'm kind of an oddity in this area. One of my favorite things to do is under-20 street sweeping. What I've started doing lately is creating new characters just to go from Atlas to Hollows to Steel, with the last couple levels in Talos. I'll divert to King's or Skyway or Indy for a change of scenery every so often. But once they hit 20, I pretty much just delete the character or reroll it with a different powerset combo. I'd keep going past 20, but at that point the xp curve gets steeper, and the time to next level starts to get tedious.

I have higher level characters too, but I find this fun and relaxing.
