My Ice/Cold seems flimsy. Sad face. How am play?
/Cold is among the worst sets to solo with, so it's no surprise you're having a hard time. Unfortunately I don't have a lot of experience with ice blast to help you with, but I'd say skip slotting slows and -tohit. The slows in the base attacks plus snow storm should be enough to allow you to kite. Use the ST hold, infridgidate and benumb to keep the dangerous foes locked down while you work the weaker ones.
Just wait until you get to level 35 and obtain sleet. Between Sleet, Ice Storm and Frost Breath you will be laying waste to entire groups of enemies. At 38 with Blizzard you will be a damage machine. Sleet, Ice Storm, Blizzard, move on.
If you're looking for survivability, you may be out of luck, though with enough IO slotting, weave, arctic fog and maneuvers you can build yourself a good chunk of defense. Manuevers and Arctic Fog will also supplement your ally shields very nicely.
A leveling Cold build will be extremely different compared to a lvl 50 cold build.
First off you're going to want Aid Self. Cold is actually quite squishy before you get softcapped defenses because it has zero self healing, no tohit debuffs, just overall very minimal self protection at SO levels. Cold is also a very late blooming set, the set doesn't really become it's potential until lvl 35 when you get Sleet and you won't get your end management until level 38 with Heat Loss which won't be anywhere close to perma until you start getting some set bonuses.
Cold is an extremely powerful set, it's just really late blooming. It's not weird that you are having difficulty at the moment.
With Blast sets, endurance usage tends to closely mirror damage output. So sets like Ice and Fire spend a lot more endurance than lower damage sets.
Ultimately, this tends to be solved by IO sets that provide additional recovery coupled with slotting your attacks with IO sets that improve both their offensive output and endurance costs.
At level 32, your best bet is to handle it by shutting off your toggles. Most toggles are defensive in nature. However, the return on those toggles is minimal in terms of survivability until you start to get close to the soft/hard caps because the number of hits you can take is so granular.
As for slotting your attacks with slow... don't. The benefit of increasing the minimal slow on the Ice attacks is slight - it's not going to realistically change the number of attacks you can get while an enemy closes range. Also, at level 32, you can stay out of melee range with most anything simply by taking Hover. Few things fly or suppress flight at that level.
For Ice Blast in particular, you can also deal with the melee range issue by simply dropping Ice Storm (and later Sleet) on top of yourself. NPCs inherently avoid these sorts of location AE attacks.
You can probably solo like a Blaster or Dominator - hold first, then damage.
Against three minions - sneak in with Arctic Fog, and Bitter Freeze Ray number one, then Freeze Ray number two. They arent fighting back, and not running, so drop Ice Storm, which will make #3 panic. Bring him down as fast as possible, while reapplying Freeze ray on #1 and #2 to keep them held.
Movement speed and To Hit are irrelevant if the enemy is held, so slot your attacks for damage.
Cold Domination is hard to solo. I've picked up Aid Self on my Fire/Cold Corrupter and its helped a lot, but I have much less mitigation in my primary than you do.

When you hit 38 your endurance woes will begin to fade as well as getting one of the best 'oh ****' buttons in the game. Then at 41 you should pick up a patron shield, which will bump up your survivability again by quite a bit. You made it past all the hard levels of being a cold, you're in the golden levels now, which will keep getting better all the way up to 50.

When I was leveling my Fire/Cold, I never picked up Aid Self. Against smaller mobs, I maximized use of Infrigidate by rotating targets to keep them away, while attacking. I also went the route of carrying Lucks and Rages to stay alive while increasing my damage output. This seemed to work great for me with this combo and also the Dark/Cold I leveled prior.

The hospital yet again.
She's my LVL 32 Ice/Cold Corruptor. Soloing, she currently struggles with end and HP issues against three even con minions. Don't get me started on three +1s.
I was talking to someone with an Ice/Thermal the other day about Corruptors in general, and he explained that when he solos, he typically has his attacks slotted for some Slow to keep guys out of melee and slots -ToHit in Bitter Ice Blast. He BIBs the strongest guy in a group and cuts loose with Frost Breath and Ice Storm. I assume debuffing happens in there somewhere. He seemed mystified that I was having difficulty soloing Ice/Cold. Currently, my attacks aren't slotted for any of that, since I've been trying to keep damage up. Am I really just Doing It Wrong or what? Any tips?
I currently plan on making this build for Winterlocked; it's similar to Silas' Ice/Cold build here.
