It depends how much you want it.
If a particular character has caught your imagination and you want a powerset or costume piece or whatever, I say go for it now. At some point the game will stop or you'll go off it and those Paragon Points will be worth absolutely nothing, so enjoy them now. Leave saving for real life.
(The same goes for influence, merits and everything else in my opinion)
I know, right? I mean, I remember a while back I paid fifty dollars -- FIFTY! -- for this game, and now they just give it away! Why did I waste my money? Not to mention the subscription fees I paid. I should have just waited and played for free. It's a scam, I tell ya!

Or are you under the impression that "charge what you think you can get for it now, then lower the price once sales drop off" is a sales practice somehow exclusive to CoH and Macy's? Because that's pretty much how the retail business works. Buy a DVD on release day, six months later it's selling for half what you paid for it. Pick up a new Xbox game, and pretty soon it's dropped from sixty dollars to twenty, and all the expansions come with it for free!
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.
This is simply the way everything works (I don't mean in the store, I mean in all business). When it's hot and new, charge max price. Later, as demand fades, do a sale to get those hold outs.

That "stupid dog pet" was released with the Super Packs after, as I recall, people pissed and moaned that it could only be obtained by buying Super Packs, and here you are pissing and moaning that it can be had for free - by chance - from buying a Super Pack?

In fact, you can even see it in the in-game market - we have the 'buy it nao' people and those who get the same item cheaper if they're patient. Not a novel concept. You can pay more and enjoy your goodies now, or bide your time and get them for a bargain later if you don't mind doing without for the intervening spell.

Last night I bought two copies of Going Rogue from Amazon for $2.35 each plus s&h. Though if you buy it directly from Amazon it's $6.35 each and a possible candidate for free shipping.
It used to sell for just a bit more.
I'm just going to add that to two of my unpaid accounts. ^_^

Amazon's direct asking price is still $29.99.
$6 and change for an account upgrade and a month of game time is pretty good IMO
