its possibly bugged and he should be something that they forgot to implement
i saw him too when i ran his arc, no idea if it was intended as a joke or if it was a bug

Probably a bug, several times I've run across a radio mission to get "Boss_Name"... and in the mission the baddie actually IS Boss_Name. My guess at the time was someone forgot to give him a unique name and that's just the default if the name's blank.

It may be a joke on the Dev's part. In the normal bug in newspaper missions, the name comes up as Boss_Name, however this one is Boss Name, with no underscore, and his dialog is he's still 'inactive', so that's why he's not a combat boss.
Kind of like how they added in the 5th Column saying that their Mekmen were using a Hard Light disguise, since hostages would sometimes default to a 5th Column Mekman.

Usually see that in newspaper missions (and I think the occasional regular mission) that have been held on to during the issue update. In this case, though...
Frankly, if they're putting it in intentionally as a "joke," they should spend less time joking and more time fixing.
Wanted: Origin centric story arcs.
If you've only played an AT once (one set combo) and "hate" it - don't give up. Roll a different combo. It may just be those sets not clicking for you.
Yeah, the lack of the underscore from radio/newspaper missions leads me to suspect that this is a deliberate joke on the Devs' part.
