What is the best level to slot ATO's at?

well im assuming "as soon as possible" since they are attuned and work from lvl 10 to 50
you will never outlevel them, they will increase effectiveness as you level, pretty much no downside to slotting them really early

I'm not sure if they can be slotted at -3 of your current level.
You -must- be level 10 to slot them but they are attuned to match your level, and the bonus's stick around to level 7 iirc... except the purple versions that act like purples.

Another thing to keep in mind is the lvl 10 socketing only applies to non-catalyzed ATIO's if you catalyze them into purples they will forever REQUIRE you to be lvl 50 to equip them (in case you wanted to yank a set out of one toon and give to another)
