Based off what is happening with tankers, it seems that in a Circular AoE (such as every single single target power is for tanks due to Gauntlet), it's straight division (although I'm not sure if the system sets up for greater than 100% chance to proc before the division) so things that should be 100 are coming out 20%.

Epic fail, and I never ran one after that.
Are you talking Scrapper, or Stalker? For one, it think most of the toggles (at least one of them) on a stalker now suppress when hidden, so it doesn't mess with stealth.

For another, Scrappers don't get a proc in the ATO sets. Scrappers, Khelds, and Mastermind's special ATOs are all globals.

And while I have not been scouring the blaster and stalker boards, are you just referring to how the proc/min works? If so, that's the same for all ATs - with the exception of the bugged/edge case for tankers.

Basically what this means is that most Radiation Blast powers have a higher than 1.00 base accuracy (all but Neutrino Bolt and Cosmic Burst are at least 1.05), and have defense debuffs. 'Normal defenses' means no defense powers. Why they don't just say that is probably legacy from before Real Numbers, when they didn't want us to have the numbers. Rad Blast is an old (launch?) set and I doubt the description has changed in all that time. When you're saturated for accuracy, you're not likely to notice either effect.

I tested the Blaster Superior ATO proc in an AE farm and it is pretty amazing. I initially slotted it in Buckshot, attacked 15 times in a row, hitting max targets most times. Got the bonus damage 66 times the first test and 64 the second.

Re-slotted the ATO into Full Auto and received the bonus damage for every target hit. Tested 10 times.

Also tested in M30 (16s rech) and was getting the same result as Buckshot. Dropped the ATO in Flamethrower and was getting the 100% bonus again. Looks like 20s recharge is the sweet spot for AoE attacks to get 100% proc bonus damage.

Can it be slotted in Voltaic Sentinel? How would the proc work in VS?

Traditionally procs slotted into pets fired for every applicable power (to-hit debuff procs in to-hit debuffing powers, etc.).

So in theory, each of the VS's attackws would have a chance, and it would vary on each attack's recharge.

Or not work at all because they are not marked to be "ATO" powers.
