Is There A Limit?
Yes, there is a limit. No, you cannot. Generally when planning high end builds people pick one or two things to shoot for, and sometimes achieve that, sometimes not but get "close enough". There are not enough power picks, enhancer slots, or powerful enough enhancers to do what you are asking.
What you are asking is how much of a tank-mage you can make, and the answer for CoH is you can build some pretty impressive tank-mages, but you simply can't "have everything".
Probably my best tank-mage is my electric melee/shield defense scrapper. I have softcapped defenses to all three positions, so defense is covered very well. I have tons of AoE damage, and can attack from range if needed. I have a lot of global recharge so my powers come back quickly. With incarnate powers you can add extra AoE damage, pets, a heal, etc.... some people might prefer something like a Super Strength/Fire Armor brute, or a corruptor or crab or warshade -- there are quite a few ATs that can be built to impressive performance levels.
But as for my scrapper... if my defense gets debuffed significantly, I can be in trouble quickly. Takes a lot to do it, but it's a potential problem with some enemies. I don't have a heal (outside of my incarnate powers) so that's a potential weakness. (I do have the Panacea proc at least.) In situations where defense is ignored, my scrapper can have major problems. And the big lament for Electric Melee -- I don't actually do very much single-target damage, so a single powerful enemy is more of a problem than a group of twenty slightly less powerful enemies.
The point being, no character is unstoppable in all situations. ^_^ Would be boring if that were possible, really.

You lack mobility. Minions don't move as fast as players can, force field generator is slow, and, well, traps.

Nothing about Traps is any less mobile than something like Trick Arrow. Recharge is my only limit, not mobility of the traps themselves.

Nearly everything in the game has a "floor" (minimum value) and a ceiling (maximum value). There are very few things that don't have one or both. (Accuracy [not ToHit], for instance, doesn't have a maximum.)

Team Teleport is very slow compared to super speed, as well as having to use a 2 second activation where you otherwise would not have to (ie you can't attack while activating it, you can attack while moving with SS or SJ or Fly). You're "mobile", but in comparison to super speed and combat jumping, he could definitely say there is a lack of it. Many traps powers have to be used on the ground or while stationary, all of TA can be cast while jumping or in the air.

Basically is it possible to fully max out in every aspect of this game????

You only get so many power choices and slots, and only 4 pools and 1 epic pool, so you just plain can't take every power, nor 6-slot all the ones you do take. That's not to say every build will have gaping holes in performance - many builds, across many ATs, have a wide enough array of strengths that they rarely if ever really notice a weakness. Bots/Traps for MMs is one, as Dechs is saying. After all, you don't necessarily need everything maxed out, you only need to be better than what the game will throw at you.
Sadly though it's damage still can't compare to that of a fire/cold or fire/kin corr which is always a letdown to me when I play mine because my fire/cold and kin just crap all over my time's damage output. Not to say it's bad though, being practically untouchable while still being on a high damage corr with good buffs is a very nice spot to be in.
If anything I'd like to see /Time be able to put out a bit more -regen, but tbh that might even be asking too much because of what a defensive juggernaut the set can be.

Well, there is one mission, where you can get a feel for being truly incarnate. And that is the first one that Mender Remiel sends you on. If you check your combat attributes, you're at cap for most every category.

After that, I just stealthed to Remiel and never fought. The thrill of being completely invincible wears off fast.

That said, you can build very powerful characters capable of soloing content designed for a full team.

What the OP needs to do is run the first mission in the Alpha Slot arc (Mender Ramiel in Ouroboros).

-- coud you potentially build a character that is fully enhanced in everything, fully slotted in everything with the most powerful stacked enhancements, all possible AT powers from pri and sec, every ancillary possible, incarnate abilties etc...
Basically is it possible to fully max out in every aspect of this game????
Would be pretty rediculous if you could.
