Well, I can't say I've never hit a dry spell. Feels like I haven't gotten a purple in a couple or three days. However, I had gotten a purple a day for four days in a row on 3 different characters when I wasn't even trying.
As for shards, sometimes they drop a lot, and sometimes they don't.
Until a large collection of players chime in and say they're hitting a dry spell as well, I'd be inclined to think it's just the rng being stingy.

I know before IOs were around. I went a whole week without an SO, Insp or base salvage drop.
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.
Just unlucky I've literally gotten 6 purples in the last 2 weeks on a brute.

If it makes you feel better. At least once a month or so, some one claims that the devs have nerfed the drop rate. They point to multiple hours of farming and only getting some common and uncommon salvage/recipes.
It happens. The devs are not secretly plotting against you in a smoke filled room. Nor is your account bugged.

I feel your pain. I can't remember the last time I got a purple drop. hours upon hours of farming and nada. Though I suspect that old school farms like the demon farms were nerfed some time ago as far as drop pool ratios. I've run entire maps with nary a recipe drop. By contrast I have a buddy who teams with me frequently though he doesn't play nearly as much as I, and will land a purple drop literally every day he plays. If it's really just luck I could use a nice infusion of the good kind

Got a purple a couple weeks ago. But, then again, I've been spending most of my time leveling lowbies instead of playing at a level they will drop at, so my experience isn't very helpful.
Wait! My level 10 character has never gotten a purple drop! DROP RATES HAVE BEEN NERFED!! DOOOOOOOOM!!!
