When's the last time we had a tender moment?

Even the Power Loyalists get a much warmer sendoff than that, and they're supposed to be the self-interested callous prats. Ouch!
Huh... Shade had Washington, Chance and iVY come to see her off when she went Primal-side... And Cole, of course, but her conversation with him wasn't exactly as friendly. She was a Responsibility Loyalist all the way up to the last mission from Anti-Matter... where she took the Resistance choice because she flat-out, full-stop refused to do anything evil to Kang.

Kang is very openly the devs saying "Come on, help us make the endgame content easier to write" - and even if that fails, they have the fall back of the meeting with Tyrant, where the whole conversation simply refuses to let the player agree with him.
Kang gives the player one last chance to go along with the illusion of choice, before the Tyrant conversation spells it out to them that they've been on the wrong side.

I think it's his final words on defeat which is the tender part. In defeat, he realizes that Penny's being saved, and it's all he ever wanted to begin with, having hastily arrived in hostile territory at her psychic cries for help from the Rikti.

"Are you safe, Penny?"
"That's good..."
"That's good..."

I22 has a rather nice one. "The dead cannot change, but the living still can."

There really is something sweet about that... But then, those two always make me grin, so I'm biased.

I'm pretty sure that Ricochet is praetorian Twinshot, though it has not been explicitly stated anywhere.

Regarding the topic, the souvenir from Slot Machine. And the ending of the final arc from Vernon Von Grun. Who knew villainy could be so heartwarming ?

I do not suffer from altitis, I enjoy every character of it.

yeah, especially ivy, she recounts how many people she saved since you set her up to be a protector bot. its in the high thousands, i think.

IVy is an interesting example, actually. She's very clearly a robot, but her dialogue is written almost like she's a ditz. She's an endearing character, if only because she's so positive

There's also the Ginger Yates arc with Terra. She's just some eco-nut who Hamidon latched onto when he was still human. Because of that, she gets transformed into some kind of DE brood sow.

Clicking on the linked image above will take you off the City of Heroes site. However, the guides will be linked back here.

I'm pretty sure too - they ahve the same gace, and the name and the style of talking are quite similar - except that Twinshot uses slang that's easy to understand

Twinshot didn't exist when I first did the story arc. But it would not surprise me.

Psi Knight. Yeah, that was one of the tip missions that has much more emotional punch than you're expecting. It was very reminiscent of the Terra arc by Ginger Yates, and the Pyriss arc for villains.
