Your characters will never be deleted. You may lose some character names if they ever run the name-releasing script again, but we don't know if they'll ever do that again.
In order to suspend your account, just take your credit card off the billing info. You'll be kicked down to a premium account once your current time is done.
Edit -. Actually, with CoH: Freedom, I highly doubt the Devs will EVER run the name-release script. So you should have no worries there.

Yeah just go to your account management screen with NC Soft and cancel the billing. Pretty easy to do.
You may want to clear out your transactions on the consignment house; if you don't log in for sixty days, anything you have there will be deleted.
E-mails expire in the same amount of time (just regular ones, not account/character items), so if there are any attachments you want to keep, grab them before you go.
Other than that, all you have to do is not pay.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.

Yeah, your account doesn't get suspended anymore. You stop paying, and you go Premium! You'll still be able to play for free, so no your characters don't, and won't get deleted. But as others said, make sure you claim email items before you go, if you won't be playing as a Preem.
Note that this doesn't suspend any time you have already paid for. If you have 4 months left in your year subscription it will still be used if you are subscribed for renewal or not. You aren't putting remaining time on "pause".
I find that removing my card from file is a easy way to cancel renewals without getting the break up e-mail from NCSoft.

Does anyone have a link on what the procedures are for suspending your CoX account? I am thinking of taking a break from CoX for awhile and want to "shut off" the monthly payments from my account. From what I've been told in the past, you will not loose your current characters or their current statuses when and if one does come back. I was not sure if there was a certain time frame before they would delete your toons on a suspended account?
