what is the fewest powers on a character you could play with?
The bare minimum?
The two T1 powers (1 Primary and 1 Secondary), along with the Inherents
(Health, Stamina, etc.)
In the *old* days it used to be called a "Man Build".
Will it be fast or particularly fun? Probably Not.
Is it doable? Yes, I think so.
The next minimal cutoff points would be how you'd count Vet powers
(ie. Account Wide stuff, like Sands of Mu, Blackwand, Nemmie Staff etc.)
along with purchased account powers (ie. Ninja Run et al).
Finally, the 3rd minimal tier would be temp powers like Rocket Packs and others
that drop from missions...
But I'd bet that just the two T1's and slotted Inherents would work.

I did mean literally "you could play with" not what is the minimum possible the game allows
I've got an Energy/Energy Blaster that is super fun to play, and really, she boils down to 5 powers that make her fun:
Power Bolt
Power Blast
Power Burst
Combat Jumping
Hurdle
She'd still need Stamina to keep the blasting going, and I couldn't bear not having a travel power, so I'll add Super Speed to the list, which combined with the stealth IO in Combat Jumping makes her able to sneak past guys I'd rather not fight. That makes 7 powers for me.
The rest of her current powers improve her performance, but those are the ones that are required for her to be fun. I don't think I've got anyone else that I could use less powers than that with and still enjoy myself.

My main, an emp/archery/power defender, could get by with two powers, if she could somehow perma them both:
Rain of Arrows (RAIN OF PWNIES!!!!!)
Explosive Arrow
I could run around exploding things and raining death from above for easily days on end, cackling gleefully the entire time.
Oh, and Rest because those two powers are pretty end-expensive.

It'll be slow, but it can be done. May be better as a Dom, with the Fren that was done to them, but I haven't rolled one yet since that Frenning.
Hm. Maybe I'll do this... just to see how much pain I can stand in slowness

More in line with what you may be asking for, I can play with just 3 powers
on my Stalker(s) - Hide, Placate, and AS.
1-Shotting mobs never gets old, and having mobs looking around seemingly wondering
"wth just happened?" after Placate still makes me smile sometimes.
Sure, extra attacks are nice if I want to stick around and be a Pocket Scrapper,
but those 3 can get the job done all by themselves...

Literally, you *could* play with that. Some folks have dabbled with *just* Brawl.

You have to use a real AT and powerset choices, but you are not limited to level restrictions on them (so you could be an earth tanker with just Granite from that powerset). You are limited to the number of power pools, but not by prerequisites (so you could take just Burnout from Super Speed).
Assume all powers can be 6 slotted but ED applies.
Counting all powers - including free ones like Stamina, and temporary powers.
I'm thinking a brute with granite and foot stomp and a few other filler powers
