Yes, it is possible for character info to become corrupted. Send in a /petition and then follow up with the emails that go to your real life personal account.

I believe there could also be some issue with the Pilgrim and the lower Ouro entry level. I cannot confirm this personally, but I seem to recall hearing that even though the entry level is now 14, the Pilgrim still won't give out his arc until 25. If this is the case, I can also guess that the only 'I have nothing for you' speech the Pilgrim has is the one for being done with the arc - because before the entry change, that was the only way he could have nothing for you (arc can't be over leveled, and there was no need for a too low speech due to the entry requirement).
Of course, I could be 100% wrong, in which case, a petition certainly won't hurt.

I've been having the map problem too--a zone map will appear mostly uncovered to a character who's never been there before, or else the map will appear mostly fogged out to a character that's been all over the zone already.
I haven't noticed any other anomolies.
Do you swap between two separate accounts on the same PC?
I do, and I've noticed that when I do I sometimes get the fog of war problem as well as the current zone displayed for each character in the character list will be messed up.
This map problem has been around for a long time. It gets fixed, then rebreaks when new maps are added. Has something to do with exceeding the limits the game has set on data retention(?).
I can't find the thread, but there was a rather lengthy one discussing the fog of war returning after switching characters.
It happens to me all the time when I switch between multiple alts and do any sort of activity that clears an area on a map. I don't have multiple accounts, so that's not the cause specifically.
You may also notice that some of the map options you have set, such as what items to show on the map will reset to the default, or turn off.

I can confirm that returning to him once you are level 25 will get you his arc.

I don't know if this is possible but I think the game thinks the street justice character I made is another one of my characters.
I first noticed it when I went to Striga Isle. It was the first time I had been there with this toon and yet most of the map was uncovered. I chalked that up to the strange fog of war problem that recovers a map with fog of war as soon as I leave it.
But, I just logged into Oroborus for the first time and went to the pilgrim and he told me that I had already finished the introductory arc. I know I haven't. This was the first time I had been there on this character.
Is it possible for the game to get two of your characters confused?
