What IO sets should I be looking at for defense build ?
On my Ice/Elec Blaster I focused on ranged defense and the Thunderstrike set is great for that since you double dip in the ranged defense twice within the set. Take your toggle so you can get the Steadfast +3% def and if you can get the Gladiator 3% you can get yourself +6% from just 2 slots. Do not take Fighting just focus on ranged and those two special IOs and you will be set.

My melee-centric Blaster uses Kinetic Combat (for smashing/lethal) and Thunderstrike and Eradication (for energy/negative) to compound with the Scorpion Shield epic power (which requires a trip villainside to get).
Kinetic Combat isn't cheap, but you can skip the triple piece, buy the Knockdown, Acc/Dam and Dam/Rech off the market, buy the Dam/End with Hero merits and then use some other Acc/Dam for the fifth slot in a melee power.
I also took Tough (for early placement of the Steadfast IO) and Weave, which get me to the Smashing/Lethal softcap.
For melee protection, focus on s/l defense (not melee defense, imo. It takes too many slots to get the bonuses, and melee attacks without an s/l component are exceptionally rare), which will protect you from a good amount of ranged and aoe dmg as well.
I like tough and weave, in spite of the extra power pick to get them compared to maneuvers, for the reasons DreadShinobi listed above.
Mids' has a function called "Set Bonus Finder" that may help you. Click on "Window" at the top of the screen, and you'll see it listed. Once open, scroll down the bonus list and select "Def(Smash/Lethal)". (or select whatever set bonus you are searching for). It will then produce a list of sets that have that bonus, and the number of slots required to get said bonus.
edit to add: the cold and mace epic pools both add s/l defense. While it's certainly possible to hit the s/l softcap without these pools, it's a lot harder and you usually wind up sacrificing some other things in the build. That said, I tried a fire^3 that combined s/l resists from fire armor with around 32% def. It's not ultimately as sturdy as 45% s/l (plus tough's resists), but it's a lot less "spiky" feeling, giving you a bit more time to react to incoming damage. Defense is useful at levels below the softcap- I start to really notice it's effects in the 20's % range, and 35% starts making a build feel pretty sturdy. 32.5% defense will get you to the softcap by popping a small purple inspiration, also not an unreasonable goal.

The only reason not to take fighting is if you frequently use a crash nuke, or are using an extremely tight build (less likely). Weave makes it signicantly easier to softcap, and even if you have an ancillary resist shield to put steadfast/glad armor procs in you can still put 1 in the base slot of Tough as well as toggle it on if you want a little extra bulk. And just as important, Weave also boosts your other positions, which does help, unless you're a 100% of the time hover blaster (which would mean you're only playing the toon to half its potential by ignoring the melee attacks, which, especially in /elecs case, hit very hard) Weave is also going to stack in with any defense buffs you're receiving from team mates, so even if you just softcapped range, taking weave will boost your other defenses and make it easier to softcap them though buffs, meaning you're free to play more offensively. Botton line is, weave is great and should really only not be considered if you're a frequent nuker that loses their toggles often.

Im looking at a Rad/Fire Blaster so he will be in some melee. I know if I can get to around 30-35% that should be good for ranged and smashing lethal.

I was planning on a Rad/Fire build myself. My build is unconventional I guess, in that I didnt try to go for crazy recharge, and I didnt take advantage of crazy procs in Neutrino bolt. But I do manage to take all the powers I want, and hit 32.4% on S/L defense, 32.5% on Ranged defense, and 52% on energy defense. I also have 42.5% global recharge. I didnt take the nuke, or the snipe, or consume, but otherwise ... well anyway. Here is the build. Maybe it will give you some ideas for sets and defense, even if you dont go with it per se.

Thanks everyone here is my first prelim attempt at a build and Uni's build was very helpful.
I might ditch a few slots here and that Atomic Blast Nuke will go away.. I figure with as much damage as I will pump out especially once I get the Reactive Proc from Incarnate I wont even want any downtime. I might get some Electron Haze in there instead but then I would have to pull a few slots for somewhere else and I kind of like him the way he is.
I think im looking at 34% defense Smash/Lethal and Ranged with Energy with around 49. I think thats pretty respectable and should help his survival.

It is much easier to build a blaster for typed defense (smashing/lethal, energy, etc) than for positional. It usually requires fewer slots to get typed bonuses, and the APP/PPP defense shields are all typed.
Hitting the S/L softcap will require some toggles (certainly weave, combat jumping or hover, and possibly also maneuvers), and you'll have include a few kinetic combat sets. Kinetic combats area little expensive, but it's by far the most efficient way to spend slots for defense.
S/L will cover a lot of incoming attacks, but you can softcap for energy too. Using scorpion shield and some thunderstrikes in your ST blasts makes it pretty easy to do this.

Virtue blues: Overnight (DP/MM), Kid Ridiculous (FC/rad), Panorama (Ill/time)
Virtue reds: Block Party (SS/SD), Goldcrush (earth/fire), Deadwire (claws/elec), Snowcrush (ice/kin)
Blasters are pretty easy to slot. You're not overwhelmed in toggles to slot, so it's not as overwhelming. Also, Blue Centurion you are a saint. I'm going to have to save that list.

I am a pretty with blasters. I have never built a defense build and most of my blasters dont seem to have a problem.
However I am looking at a build that will be have quite a bit of melee and I dont know what IO sets are useful for blasters. I saw a list somewhere but have not be able to find it ( it might not have been on the blaster board )
Any of the guru's of defense on blasters that can give advice as to which sets are the most desirable would be appreciated.
