Blaster or Corruptor???
Have you considered Fire/Time corr?
Don't know if it would fit the theme of the character, but I am open to hear anything before making a final decision
You haven't trick or treated unless you have done it with trip mine.
As for deciding on a blaster or corr... Do you want to kill stuff really quickly or do you want mez protection, defence, -resists, -damage, -regen -recharge and kill stuff really quickly?
You cant go wrong with traps.
Well the latter sounds better of course, to have all that and kill stuff really fast is always good!
For a Halloween type character I'd suggest, Fire/Dark (either corruptor or Blaster, although I have played the /Dark yet on a blaster, but people seem to like it). Fire/Storm Corruptor, for a kind of witch type character. That's what I could think of off the top of my head
I'd go fire/dark corrupter,
I already have a \dark blaster so I want to try something different. Just not sure which is better overall for fire primary, a blaster or corruptor and if a fire secondary is a good match or something like traps or devices. I'm looking to do a halloween tech villian, someone who dresses in halloween type costumes and goes out to wreck mayham.
It depends on how you like to play, IMO. Blasters are the truest of the glass cannons, pure damage with perhaps a few disable/debuffs thrown in on the side. Corruptors tend to be more versatile, since their secondary pools have a wide range of disables and supportive boosts in addition to the standard ranged damage primaries. I'm more fond of Corrs myself for that reason, though blasters are better at dealing ludicrous amounts of damage, handy when you have a tank around. Corrs are a bit more sturdy and tend to shy away some damage with either heals or heavy debuffs. Best way to decide is to try both, see what you like more.
You cant go wrong with Fire/Dark. Tar patch + Fire Storm = a fun time!!! Also Fire/Rad would be really cool! A pumpkin theme would fit wonderfully with a fire/rad corruptor. A fire/dark vampire would be really cool too!

Fire/Dark is a stellar combo on both archetypes.
I'm personally not much of a proponent of Blasters, it's my opinion that they give up far too much survivability and utility for a far too marginal increase in damage (in fact many non-Blasters can put out competitive-or-better while being safer or bringing more to the team).

Blasters kill things faster than Corruptors solo (especially Fire Blasters). However, Corruptors can be a lot less squishy thanks to buffs and debuffs and adding a Corruptor will often make a team kill stuff faster than adding a Blaster will since resist debuffs and damage buffs boost the entire team's damage. A Fire/Rad, Fire/Dark, or Fire/Kin Corruptor will do less damage on a team than a Fire/Fire or Fire/Mental Blaster would, but the Corruptor will also boost everyone else's damage while the Blaster won't.
If you want a tech themed fire user then Fire/Traps will be much better than Fire/Devices. Traps are Devices' much bigger brother. Who drives a tank and carries a minigun like the guy in Predator.
Cascade, level 50 Blaster (NRG/NRG since before it was cool)
Mechmeister, level 50 Bots / Traps MM
FAR too many non-50 alts to name

My Fire/Rad is one of my favorite characters.
I'm looking to make a Fire\? blaster or Fire\? corruptor. I'm trying to decide which would be better for PVE both solo and team. I'm doing a halloween theme character so I was looking at a few secondaries depending on if I do blaster or corruptor. some secondaries I'm looking at is fire or devices on the blaster side and traps or radiation on the corruptor side. Open to any ideas though. Thank you!
