Unable to buy ANYTHING from NCstore ?

I'm new to NCsoft game, so after playing City of Heroes a while I decided to buy some Paragon points to grab some costume parts for myself.
But seriously, I tried many different way to buy, even the stupid retailer (none of them sell it, badly), NCstore keeps giving me "We are currently unable to accept your order at this time. Please try again later or visit one of our retail partners." message.
One question : Why the hell NCstore suggested me to buy points from the retailers even when they don't sell it ? GENIUS.

I have heard about NCsoft's stupid security measure thingy during "Declaration of Freedom" sale off, I also met the same error and WHEN I CONTACT THE SUPPORT, they don't even bother to tell me how to fix it.

Sorry for my bad English, I need your help. I can't stand waiting atleast a day just to get a support email reply which is completely useless.

Not a lot us players can do about it but I can understand the need to vent.

Are you in South America? I've heard stories about countries down there requiring outside companies to use local companies to sell items like time cards or box expansions.

I'm in South East Asia, Vietnam. I once tried to ask my friend from Spain to get the game, but still no use.

If you mean the "We've detected fraudulent activity" stupidity, then the only "solution" I'm aware of is to wait 24 hours and try again. Frankly I'm convinced that NCSoft don't want our money because trying to buy anything off their website is an exercise in frustration.

However, the Paragon Market should (generally) work OK. What options does it give you for payment other than credit/debit card? Do you have the Paypal option? How about any others? Have you tried any of those?

Some of the interface design is really misleading; for example when I first went to buy points, it had my credit card information pre-filled from when I used the NCSoft Store, *however*, I apparently hadn't previously ticked the "save this information for later purchases" box so even though it actually had my credit card information, it refused to use it until I'd gone into my account settings and re-added my card with the stupid box ticked.

People tend to forget that most of these issues are NOT an issue of NCsoft, rather the bank they are trying to fund an overseas company with.

The most issues/complaints are from people outside of the US who are trying to purchase a recurring subscription. Most banks do not allow a monthly subscription to a product that does not have a localized billing process.

I ran into this issue when I tried to subscribe to the EU CoH. I kept getting an error message just like the one you are getting. However, the message was a default one from the NCsoft store because my bank/credit company was refusing the international purchase. When I contacted my bank, they said that they would not allow any subscription puchases, to England, because that was a country that they previously dealt with due to credit card fraud. That it was much easier to deny all purchases to that country rather than have to backtrack and fight any fraud issues.

Sadly, this is the case with most banks across the world. People in South America, Asia, Europe, etc get the same error and immediately jump down NCsoft's throat but in reality their own banks are refusing the sale.

Did you also try buying from NCSoft's web site after logging into your master account or did you just try to but points from inside the game?

I tried buying from inside the game at first, recieved the error so I switched to NCsoft's web using Chrome browser.

I tried both of my Debit Card and Paypal, but none of them worked, I also asked one of my friend to get in my account to buy 400 paragon point, he also failed with the same error.

I'm completely hopeless now, the time when the live support on is 1:00PM at the US which is 1:00AM in Vietnam, and I cannot stand email supporting because the last time I dealt with them, the support guy just simply advertise me to buy the card from they retailers.
All I need is 400 Paragon Point, because I'm very new here. If anyone of you can help me get an account with 400 Paragon Points (will my money to you), I'd be really really appreciated.

Well actually my bank never been refuse any payment to any site when I goes online shopping around (except when the card is out of money).
Like I said I didn't give up the hope to buy Points so I asked for help from many of my friend from Spain to the US, they got the same error using they own Paypal account.
Please note that my Paypal got more than $5 itself, so it's impossible to blame my bank.

It sounds like nobody has bothered to tell NCSoft Support that Freedom has launched and that you can't buy PPs outside of the NCSoft/In-game store - I expect they think you're trying to buy game time which is why they're telling you to try other stores.

It might be worth PMing one of the community reps on the forums (though Beastyle or Avatea might be better choices than Zwill as he's got a several hundred PM backlog he's working through at the moment) and ask them if they're aware of any issues with purchasing through the store from your country and if you give them the support case number from the NCSoft site they might be able to chase it for you, given the timezone difference you're working with it would probably help.

Understood, but PayPal also blocks any charges they deem at risk. NCsoft EU won't take my money through PayPal for a CoH subscription because PayPal itself won't allow the charges to go through.

Also to note: with PayPal, anyone can charge a payment get the goods and file a fake charge to get your money back. If at any time, NCsoft subscribers reported their charge to NCsoft as a fraudulent charge in order to get their money back, PayPal could block NCsoft altogether. After I contacted PayPal about the EU subscription, I was told that the company was considered an "at risk" company under suspicion of fraud.

Paypal say that about everyone, they also say it about you when they randomly freeze your account, or reject your transactions, or if they're bored and don't have anything better to do with their time.

Yes ! That was what I'm thinking about the retail store thingy.
Somehow I can't PM the guys just suggested on, I think because I'm not a VIP - or not enough forum posts.

You're right some points, but it doesn't really normal when NCstore deny all ways I tried to buy Paragon Points, this seems really annoying.

Thank you, I'll chase this problem until the end.
To be honest this case just as annoying like EA Store. I hope they will help me .

If the support GM tells you the thing about retailers again, as to be transferred to a Senior GM if they don't understand you are not looking for game time or NC Coin.

Well, contacted the support, but the solution just like the same one over and over again "Wait for [put number here] hour to try again". So I give up now.
A friend of mine from Europe made me an account with some Paragon Points on it, so I won't bother about this anymore, but buying stuff in NCstore is a pain.

Been there, done that. I am having the same issue the OP is having, as well as a few friends. The dense chums over at support know what the issue is, they say it's "risk management" on their end. They won't, however, resolve it.
