Same issues here. Got three toons stuck in limbo in Kings Row. Logged into a toon in Atlas, tried to zone to Talos, and it never loaded. Had to kill the client through task manager. Getting very frustrated here.
What server are you having problems with?
Who is your ISP? are other users with the same ISP having issues (or even different ISP, similar geographical area) having issues?
I too am having difficulties! I am a veteran player, my account is paid for a few months in advance still, so that is NOT the issue. I have rebooted my system, my router, called my ISP, updated the launcher, etc... NON of those is the issue.
I keep getting the message:
The game client was unable to connect to the login server. This may be due to a local network issue such as a firewall block, or may be because the login server is down for maintenance. Please check your network settings and try again, or check http://na.cityofheroes.com/en/news/s...ver_status.php for current server status.
I have friends that are in the game playing with no issues. Please help!

EDIT: Also to add, after I kill the game with task manager, no matter how long I wait the server never auto-logs me, even after several minutes has passed.
I finally manage to get a toon in, get kicked and it logs me off and gives me the same message again!
I try reopening the game and still keep getting the same damm message.
Further update. Maybe this might help. I live in Nevada. Don't know how the routing goes from here to a COH server but maybe it is this region that it having the problem.
An update: managed to log one of the toons that was in Kings Row. Moved her to Atlas, then exited to the character screen to try with the others. The other two in Kings Row are still stuck there.
EDIT: Hmm, same as Naelyan, I'm in Nevada. I live in a small town I think a couple hours from Vegas. My ISP is a small local one called lcturbonet.com, and my speed is 320KB DSL.
My server is Justice. Already checked with my ISP and nothing wrong with my line, no packets lost. As far as others I have no idea unless they post here. I don't think it is a server issue as I cannot log into the game to select the server now.

You can raise a ticket with NCsoft Support and tell them about your problem and then they will be able to get in touch with your ISP/routing partners to help resolve the problem.
This can happen when a glitch crops up outside of their network (sometimes a faulty piece of hardware, bad software config etc etc), and actually getting a "big name" on their tail helps them move faster to resolve it.
((I have seen an ISP suffer a partial nationwide outage, and then when they came back up, those who suffered the outage couldnt connect to sites hosted in Germany, whilst those who had no downtime didnt have the problem))
Already checked with my isp, can connect with any site with no problem. Can even connect with other MMO's with no problem. Here is a pathping I did:

This is not our varying ISPs, its city of heroes!
I'm up in Canada, and I can't even select a server. At first I could get onto a few that I had no characters, and now nothing.... all the same... hangs for 5+ minutes and then says 'Cannot Connect to DBServer' (which I assume is their Database server)
I can always log into the login server just fine.
I've reset everything. I've disabled both my software and hardware firewalls. Nothing makes a difference.
I was playing the game just fine before the downtime and the most recent patch.
This definitely has to be an issue on their end. I used to work technical support for a couple very large telecoms, and I know when it's the user, ISP, etc.
UPDATE: Now I cannot even reach the login server!
Not only that, but the routing of all traffic to this site and anything NCsoft related is really bad. It took me forever just to post this because the connections to the website keeped timing out.
I've tested and re-tested my connection... I don't have a problem connecting to anything else.
Even the NCsoft launcher is having fits.... it stalls for much longer than usual when I open it and tells me it had problems connecting.

Edit: I can reach the login server, though my three toons that are stuck in limbo still are. Also, I've been getting a lot of large red spikes on /netgraph as well. Anything else; other website, other games, Steam; all work fine. It's just this game that's having these problems.
I just wanted to add that this is an issue I've been having off and on for about a week as well.
My server of choice is Virtue.
I'll boot up the launcher, attempt to login and am met with a series of (varying) errors: Can't connect to DB server, No mapserver connection, Cannot reach the login server....and it repeats them until (if I'm lucky) it allows me to reach the point where I can select my server.
And then freezes, starting the cycle all over again.
If I'm really lucky, it gets to the character select screen before it boots me back to the beginning with something like 'please enter the password' or 'no mapserver connection'.
Needless to say, after going through this for going on four hours, I'm pretty frustrated. It's kind of bad when you WANT to play a game you're paying for but can't because of some error.

I am experiencing mapserver issues (only when zoning) and login failures that only began today and have been occurring for over 8 hours. So far cannot trace it to anything that I'm doing in-game or anything with my computers, network, modem, or isp...
Symptom #1:
Frequent mapserver problem while zoning; 25% to 50% of the time. At other times, the zones load quickly as usual. I've seen this with a variety of zoning methods such as clicking on a mission door, clicking on an Ouro portal, a tram door, or the exit button for a completed mission. The general CoH loading screen appears, with a progress bar at the bottom, but no progress is made and eventually the client sends me back to the login screen with a dialog box saying "No mapServer connection. Try again." Netgraph looks normal (low to medium green) before this happens. Sometimes the loading screen does not appear at all - my character walks through the door, I wait a while, and the message appears over the UI. At this point the client is mostly unresponsive but it will let me quit to desktop though the in-game menu.
A similar problem occurs when logging in, though perhaps only 10 to 20% of the time.
I choose a character and click the Next arrow, but no loading screen appears, it just stops animating the character selection screen. After a while, the client returns to the login screen with the same message.
Symptom #2:
Apparent connection failures between my game client and the login server with the message "The game client was unable to connect to the login server...", 50 to 75% of the time when I try to log in. This may happen one, five, or ten times in a row, no pattern that I can see. Restarting the client, verifying files, and other tricks seem to work no better than simply waiting and attempting to log in after each error message.
If Symptom #1 has been seen recently and with no intervening "good" logout, then eventually I get the message that the account is already logged in. My next attempt to log in may (or may not) work...when it fails, I get the feeling like the login server opened a window for a moment to say "Oh. It's you." before slamming it shut again.
Symptom #3:
A brief problem that the NC updater had when connecting and trying to start the game after one of my (many) client restarts today; it may be unrelated.
Submitted a bug report in game, but will open a support ticket tomorrow if it doesn't clear up overnight.
Tracert and ping to 64.25.35.107 are not indicating a problem for me during these times.
Still no response from anyone from coh. Sad. Guess it's not effecting a large number of people so they can ignore the few that are being affected by it.
Yeah, it's getting progressively worse for me. Now every time I zone I'm taking a gamble as to whether I'll disconnect or not.
I've been having this disconnect from mapserver upon zoning issue as well. Also have been unable to connect to both Virtue and Exalted servers most of the day and more recently Freedom as well. I only seem to be able to connect to servers with little or no characters on them, and even then I disconnect when zoning about 50-75% of the time.
I have also been having trouble loading the forum pages and CoH main website as well. Everything else not CoH related seems to be working fine.
How busy the server is seems to have no affect on me. I get mapserved every time I try to zone on Guardian, but Exalted seems to work just fine. I just found Champion is also impossible for me to zone on without getting mapserved.

Yeah, that would be true.... if the red names didn't ever post here. But they do.

I generally point that description of this forum section out because many posters don't read that part and think that this is the correct place to get official support.
Yes, the Devs do occasionally post here. However, asking for Dev acknowledgement in the first post and then whining in a later post just a bit over 6 hours later that a Dev hasn't responded is generally going to get that type of response along with a link to the support site.
When the poster hasn't said anything about whether they've tried any of the various support functions available to players or provided any Technical information relevant to troubleshooting problems, they'll get the link to the support site and a link to the guide about how to ask for help.
Both are actually helpful responses. Whether the posters follow up with the suggestions is their choice.

This is getting rediculous! I can't stay in the dang game for more than 5 minutes before I mapserve. The game was working FINE last night at 2am PST. I don't know what was done with this last patch but is causing a major problem. I can log in and zone from Atlas to Talos but the moment I try to go into my base mapserve. OR if I can get into the base zoning out gives me the mapserve error "cannot find mapserver try again later". Then I try to log back into the game and it wont connect at all. I ttry everything, repair (consistancy check), reboot my computer, reboot my DSL, turn off my firewall, NOTHING on my end seems to correct this. I can only assume at this point it is on your end. Can a dev PLEASE ackowledge this! It's frustrating feeling ignored.
