SOAs and Khelds are already Epic ATs so don't get access to Epic/Patron pools

and lots more on Pinnacle,Union and Defiant
You can't make SoA on blue side, nor Khelds on red.
It'll work just the same as now: you must be on red side at the time to unlock the patrons (now at level 35).
There are no hero epics for SoA, nor hero patrons, nor any APPs for Khelds.

Kheldians don't get Epic pools, but SoAs have always gotten them.

So I replanned him with no epic whatsoever, not even a Patron pool, and his plan is even better than before.

And while you didn't ask about Khelds, other than them not getting not getting the PPPs, everything else with them is the same : No APP access, and they have to wait until 20 to switch from their designed starting side - haven't made either on test yet, but I think both skip the Galaxy City Tutorial completly.
And why would SoAs get access to the locked behind the villain patron story arcs if they go hero and never do the patron arcs?

The only thing I could see being iffy (and that it's iffy is iffy :P) would be the respec, but I'm pretty sure that's tied to the badge directly, just like the PPP unlock is for other ATs.

That said, since APPs went global and even villains can get them, I'm in favor of a heroic version of the patron pools. And since the patrons tend to have a somewhat unique visual flare (water/sharks, the mace, fancy looking dark powers) we'd need some of that for the hero versions (I'm going to come right out and say it - Blue Steel needs to be one of the four, even if it means his set is locked out for those with conflicting weapon sets. Shields for the masses!)

That's not what you asked. You asked if a hero SOA gets one. There are two answers to that. 1. you can't start hero with a SOA and 2. if you switch hero before you do the patron arc, you don't get the patron powers.
