Yo dawg, I heard you like Tier 9s, so I put a tier 9 in your tier 9, so you can tier 9 while you tier 9.
Naturally the effect is 2 Randomly chosen tier 9's activating
One would be a randomly chosen Pet, the other would be a Nuke or an Armor chosen randomly
All those powers are pretty good, and yes, I would seriously pay money for them. 
I think, though, that Leeroy Jenkins as a power is too lightly regarded and comes at too early a level. I also think it should be more of a berserker type power for yourself, instead of a control power. Perhaps this could be saved for a Meme Melee powerset, whereby upon activation, you auto target the nearest enemy, beat them with Superior DMG, with a short lived Auto-Hit Stun for 5 seconds, while you target the next available victim, up to 5 victims in a 60 ft radius, recycling targets if there are less than 5 targets in the inital cone. Afterwards, you will be rather spent, but also intangible for 10 seconds, so you can run to get chicken.
THAT would be a Leeroy Jenkins, ya ask me, and of course, the last power in the Meme Melee set.
But THE power that I want, the one I want seperately as a Vet reward or something?
Nyan cat. That is perfect being the penultimate power, but honestly, I just want to see this in action, and heads exploding. Well done on that one. Well done indeed.

(1) Seven Proxies
Good luck to anyone trying to hack you. When this power is active, you gain a defense bonus against smashing, lethal, fire, and psychic damage.
(2) Rage of the Rage Guy
While this power is active, you are more resistant to smashing and lethal damage. You also gain a slight bonus to damage.
(6) Unbreakable Stride
Ain't nothin' gonna break your stride. You are more resistant to effects such as hold, immobilize, knockback, and sleep. This power is always on.
(8) Tiger's Blood
You have tiger's blood and Adonis DNA, and the only drug you're on is YOU. You gain a permanent increase to regeneration and recovery, as well as a defense bonus against all types of damage but psychic.

Also need a power that summons dancing badgers, which are inexplicably effective against Snakes and assorted DE mushrooms.
Actually, Willowpaw, you might be onto something there. If Leeroy Jenkins (which I'm considering renaming to Leroy's Battle Cry) had a self-kill effect (that didn't incur XP debt, of course), it would synergize very well with El Fua.
