NPC in Atlas who will remember the old version
He might even give missions that hark back to old Golden- and Silver-Age comic books, and he constantly complains that They Changed It, Now It Sucks.

Back to the OP, this would make an excellent mission arc. It would be cool to gain the contact by "accident" so to speak. Heroes moving past his position might hear him mumbling about everything having changed, if they happen to click on him he will talk to them and tell them his fantastic tale which will lead them to investigate the altered past. . . And to discover that he is right, the past HAS BEEN changed!
Could form the basis for major overlapping arcs even. . .

For I21, after the (redacted) changes to Atlas Park (and other zones? Or things? Or characters?), lets have one old man who is the only NPC to remember the old appearances.
And nobody believes him.
Kinda like the bum in Steel Canyon who sits outside the old Monkey Fight Club door.
