Numina Unique slotted in Rise to the Challenge is affected by the purple patch
Example, Level 20 Willpower brute attacks a level 20 mob = 20 regen/10 rec.
Level 20 brute vs. level 19 mob = 22.2 regen, 11.1 rec.
Level 20 brute vs. level 21 mob = 18.0 regen, 9.0 rec.

Wow. Well I had no idea thats how it worked, I think I might have gimped my brute and not even realized it...
How would it work if you were beisde an enemy player? Better, worse or the same?

I seem to remember reading this, but it was at least 6-12 months ago.
Question: Does it still last for 120s after standing next to an enemy? I ask because the stealth IOs used to last for 120s after using them (ie: in the prestige sprints), but they're since been changed such that the stealth effect ends when detoggled. Wasn't sure if the +regen/+recov uniques were the same way. (Or maybe being in/out of range of mobs doesn't matter for the effect being on/off, just the toggle state?)
I got curious, so I copied an abandoned WP character to the Land of Post-Scarcity and stuck a regenerative tissue proc in RttC.
It appears to last 120 seconds after standing next to an enemy. There's also something else that seemed a bit odd. It took a noticeable amount of time for the proc to appear in the list after approaching an enemy. But once the proc was there, whenever I approached an enemy of a different level, the regen value would change immediately.
I thought the commonly accepted ploy was to put the Numina Unique in Fast Healing or Health which is automatic so that you never lose the benefit.

Personally, if I need the regen/recovery I'm going to be in melee range with an enemy at least once every two minutes (most likely, much more often than that) so that particular thing isn't a concern to me.
... and I assume, so are the other +regen or +recovery procs.
Posting this mainly because I did a search on the forum and on Google on this very topic just a few hours ago before choosing if I was going to put the proc (and slots) in Fast Healing or Rise to the Challenge (I wanted the 6-slot set bonus) and couldn't find any answer, so went with RttC as I thought it'd have slightly higher heal % and better end reduction that way.
Against level 1 hellions, it makes for some ridiculous end recovery as you get almost as much from the proc alone as your base recovery. Against level 54 riktis, it gives less than half as it's supposed to. Seeing as a level 50 character is more likely to fight level 54 riktis than level 1 hellions, the right choice seems to not slot regen or recovery procs in RttC.
