I don't recall seeing this mentioned on these boards before now, but I just noticed today this section in the EULA (I get the EU EULA, it may vary in the US one slightly) :

2. DESCRIPTION OF SERVICE;

NCCOIN NCsoft Europe offers the Game(s) as a massively multiplayer subscription-based comic book hero and villain role-playing game(s) service with fee-based additional features including, without limitation, character slots and skill packs (“Additional Features”) (the "Service") accessible through its web site, currently at http://eu.cityofheroes.com/en (the "Web Site”)..  Some of the content, features and/or Services on the Web Site are fee-based and have limited use based on time elapsed (hours, days, etc.) as set forth at the time of purchase. NCsoft Europe reserves the right to change the URL address of the Web Site at any time.

To use the Service, you will need to accept the associated license agreements and install software which NCsoft Europe makes available from the Web Site via download, or which you have purchased from a retailer, including but not limited to all and any items accompanying the software, such as user manuals and serial codes (the “Software”). Anyone desiring to use the Service is required to establish an account with NCsoft Europe (the "Account"). NCsoft Europe does not provide Internet access, and you are responsible for all fees associated with your Internet connection.

The Web Site is an active part of the Service and any use of the Web Site is governed by the same terms and conditions of this Agreement and the Rules of Conduct. Please note that access to Game(s) user forums and Message Board is tied to your account status. By canceling or deactivating recurring billing, you lose your ability to post on the forum and will be able to “read-only.â€

NCcoin means the Game(s)’s cyber currency used within the Game(s) for accessing various services, such as accessing or purchasing Additional Features that NCsoft Europe elects to offer.

NCcoin Recharge (hereinafter known as “Recharge”) means paying cash to NCsoft Europe through a payment method designated by NCsoft Europe in order to secure a certain amount of NCcoin. Promotional NCcoin means NCcoin that is not recharged by you through the designated payment method, but obtained by you (i) at NCsoft Europe events that are held from time to time or (ii) by playing the Game(s). It can also be converted from gifts received from third parties, such as NCcoin bundles. NCcoin Recharge is only available for Members. When deemed necessary, NCsoft Europe may limit the recharged amount or amount of NCcoin in possession per period, and apart from this, limitation of the recharged amount by payment method may be determined. NCsoft Europe may designate a limit of NCcoin that may be possessed per account.

NCsoft Europe may disapprove or cancel future NCcoin payments if any of the following apply:

1. Payment is not made or when confirmation is not possible.
2. If it is determined that an NCcoin payment cannot be made due to material mistakes by you.
3. If you use another user’s payment information or make an unlawful transaction.
4. If you utilize the Services by using another person’s name or personal information.
5. If you transfer or sell the rights of NCcoin services to a third party.
6. If you abuse the payment method and/or engage in unlawful activity.
7. Hacking or similar behavior that damages systems.
8. If it is determined that any part of the Registration Data (as defined in Section 4(h)) is false.
9. If any of these terms and conditions are violated

When you acquire NCcoin, you obtain a limited license to a digital good.  NCcoin is not personal property. NCcoin is used to access and/or purchase Additional Features. NCcoin is deducted at the time Additional Features are purchased and/or accessed. Promotional NCcoin in your account will be deducted from your account prior to the deduction of any NCcoin purchased by you in your account. No interest is paid or earned on any remaining NCcoin balance. NO REFUNDS ALLOWED. Additional Features purchased with NCcoin may only be used for a limited time (hours, days, etc.) as set forth at the time of purchase or acquisition. When you purchase or acquire time-limited Additional Features with NCcoin and stop using such Additional Feature, there will be no refund of NCcoin for any unused time for such Additional Feature. At such time as NCsoft Europe determines, NCcoin shall accumulate and expire through twelve (12) rolling month periods. NCcoin accumulated starting with your first acquisition of NCcoin or Promotional NCcoin will expire each twelve (12) month period as they reach a twelve (12) month period age. NCcoin will also expire immediately upon termination of this Agreement for any reason. NCcoin is not redeemable for cash or credit and is not transferable regardless of how you acquired the NCcoin. Your only recourse for using NCcoin is to obtain the Additional Features that we offer for NCcoin redemption. NCsoft Europe may restrict your NCcoin redemption offers based on your country of residence. NCsoft Europe encourages you to redeem your NCcoin. The existence of a particular offer available for NCcoin is not a commitment by us to maintain or continue to make such offers in the future. The scope, variety and type of Additional Features that you may obtain by redeeming NCcoin can change at any time. NCsoft Europe has no obligation to continue making offers available for NCcoin redemption.

NCsoft Europe may cancel, suspend or otherwise limit your access to your NCcoin balance if we suspect fraudulent, abusive or unlawful activity on your NCcoin balance. Once we delete NCcoin from a balance, we will not reinstate them, except at our discretion. When we cancel, suspend or otherwise limit access to your NCcoin balance, your right to use your NCcoin balance immediately ceases. NCsoft Europe will use reasonable efforts to investigate NCcoin balances that are subject to access limitations and to reach a final decision on the limitations promptly. In addition, NCsoft Europe may limit your use of the NCcoin service, including applying limits to: the number of NCcoin you may have credited to your NCcoin balance at one time, the number of NCcoin you may redeem within a given time period (for example, one day), and the number of Promotional NCcoin you may obtain per promotion.
It's entirely possible that it's been there for a while and that I've just been terminally unobservant, however...

tl;dr - (possibly) new legal guff in the EULA regarding NCSoft's virtual currency.

It's a general EULA that gets used for most or all NCSoft games. NCCoins were a virtual currency used for games like Exteel, which was entirely microtransaction based.

See, that's actually legal guff about NCSoft's OLD virtual currency. Or, if you prefer, it's NCSoft's currency while we will be using Paragon Studios' virtual currency.

History - A few years ago, around the time that Tabula Rasa launched, NCSoft took a stab at getting into the then-new freemium market by launching a series of limited scope games. By "limited scope" I mean that they were highly focused rather than implying something about their quality.

One of these games, Exteel, was a giant mech combat game. Once beta test ended and the game officially launched, it included a marketplace with purchasable game gear. The virtual currency was called NC Coin.

Though you can see from our EULA that they had plans to extend NC Coin to many, maybe all of their games, that never actually happened. Instead, one F2P game (Dungeon Runner) just stuck to dollars and another that was originally destined to support NC Coin (A soccer game) never materialized.

The point where NC Coin might have been folded into the City of Heroes experience was the point at which NCSoft took a step backwards instead, and started closing all of their freemium games in North America. Some of those games were successful in Korea and might still be running there for all I know.

They also shut down their under-performing North American MMO's, including Auto Assault and Tabula Rasa and eventually even Lineage, I believe. (But not Lineage 2, which is still operating.) The NC Coin experiment never really got off the ground. It's presence in the EULA is a historical artifact now, though it's conceivable that some similar clause about Paragon Points will be replacing it in the near future.
