Ack. Don't listen to Scorcharina. That build is upper end and there's no way that someone two weeks in could afford it. Maybe if you're some sort of uber marketeer. Maybe.
I'd post my build but I'm away from my work computer which has Mids on it. I have a semi-expensive but very doable build and that I'll post Monday but in the meantime here are some tips. The build gradually builds up in power and the payoff at the end is great.
1. My recommended travel power is Super Speed which should be then paired with a Celerity +Stealth IO ASAP. This make you invisible to 95% of enemies in PvE as long as you don't attack anyone. This is invaluable both solo and on teams.
2. Immediately after stealth I always slot Miracle +Recovery and Numina's Convalescence +Regeneration/+Recovery into Health in that order.
Don't look at the market. The prices of ios, especially the health ones should appear pretty absurd to a new player. Instead do taskforces and buy them through Reward Merits or do tip missions and purchase them that way.

You have some great advice in your post, so hopefully they'll get the help they were requesting...
This is my end build...I don't have the purple set yet but I have everything else there...you could easily substitute something else for it. This took a while as I am not an everyday player. She's a lot of fun, and does crazy damage. I draw a lot of aggro...even strip it off of tanks.
Play around with it...you'd have to become a villain and do patron arc as it stands now.
See if there is anything you can take from it.

Im only two weeks in to this games, and im 46 i want to respec/ and slot my powers/ can anybody please help me out i have mids hero design, if you want to post build.

Umm whats scorpian shield?
It's a very nice defense shield that helps Blasters softcap S/L/E defense and gives a little resistance to Toxic. However, to get it you have to go vigilante, then villain, then complete one of the villain patron arcs (most people recommend Black Scorpion's arc). Then you respec and take Mace Mastery as your Epic pool set, picking up Scorpion Shield as soon as possible.
With Scorpion Shield, Tough, Weave, Combat Jumping (or Hover) and Maneuvers, you have a very solid S/L/E defense base for a Blaster (slot a Steadfast unique in Tough). Throw on a few set bonuses and you're softcapped to at least S/L very quickly and S/L/E isn't too hard to get.
This is a build a friend made for me, I love it.

heres my help dont be one the FireX3 build though very hyped is to be honest in the hands of new players more prone to eating dirt then planting corpses. Consider a fire/mental/force or elec mastery end game build. Though to be honest Id suggest another primary to like sonic or rad. Many other sets can look like fire through the customization of colors. Especially if you want to be a fire guy who shapes flame to his will like pyro.
Fire itself is actually very heavily resisted throughout the games content with only a few mob types like the banished pantheon really fire vulnerable. Think this way psi dmg for example cuts through clocks found at virtually every level range and factor heavily in many TFs and story arcs. Fire vulnerable mobs not so much. Sonic is especially nice as it debuffs dmg res so even those things with inital good res to its dmg wont for long.

So here goes.
The soft cap is something usually used to describe defense. The defensive soft cap is 45%. That is because an enemy's base chance to hit you is 50%, and teh game will not allow that chance to go below 5%. So, getting more than 45% defense does you no good. It doesn't matter if you have 45% defense or 200% defense, the enemy will still have a 5% chance to hit you.
When streetlight was talking about S/L/E defense he means defense to attacks that have a Smashing, Lethal, or Energy damage type. If you soft cap your defense to those types, anything using an attack of that type will only have a 5% chance to hit you.

Fire/Fire is a lot of fun but it's a fairly risky combo even once you know what you are doing and have an expensive build. My advice for a new player would be to not really worry about a high end build yet... playing a Blaster without dying a lot takes a fair bit of experience and you're probably going to faceplant often until you get that experience regardless of your build. For right now I'd go with something simple and just learn how to play the AT in general, then you can decide if you want to try one of the high risk, high damage PBAoE setups or just stay back and blast mostly from range (each style has its good and bad points).
For a beginning build I'd suggest going Fire/Fire/Fire and picking up a bit of Ranged defense, then playing mostly from range unless your team has a lot of buffs or great aggro control. Then you can turn on Hot Feet and get in there using Fire Sword Circle, but if you start dying when you do that there's no shame in just hanging back and blasting from range. You may want to frankenslot some powers (pick cheap IOs based on their enhancement value rather than set bonuses), it's a good way to get a significant power boost without spending a fortune. For a more mid-range build I might try something like this:

EDIT: Some of those IOs are kind of expensive, but if you have Going Rogue you can do hero tip missions and buy them with hero merits. If not, run task forces and you can buy them with normal merits.

heres my help dont be one the FireX3 build though very hyped is to be honest in the hands of new players more prone to eating dirt then planting corpses. Consider a fire/mental/force or elec mastery end game build. Though to be honest Id suggest another primary to like sonic or rad. Many other sets can look like fire through the customization of colors. Especially if you want to be a fire guy who shapes flame to his will like pyro.
Fire itself is actually very heavily resisted throughout the games content with only a few mob types like the banished pantheon really fire vulnerable. Think this way psi dmg for example cuts through clocks found at virtually every level range and factor heavily in many TFs and story arcs. Fire vulnerable mobs not so much. Sonic is especially nice as it debuffs dmg res so even those things with inital good res to its dmg wont for long. |
Sine you're only two weeks in, you wouldn't think a self rez power like Rise of the Phoenix would be very useful, but you'd be surprised. Along with the self-rez you have a large amount of damage and knockback. So those moments when you actually do die are alot more satisfactory >:}
If you are 100% stuck on that route, I'd greatly suggest force mastery. Force of nature is an awesome power (slotted for resistance and recharge.) Along with personal force field, you have a god-mode button, and a personal space bubble that makes you almost untouchable when you get in over your head. I rolled a Energy/Energy/Force blaster for the longest time, then I realized how strong a high defense was and I went to villians and respeced for scorpion shield.
