Not ALL I-Merit unlocks are global?

I decided to take a look at the I-Merit unlockables, and had seen everyone saying ALL were unlocked globally. When browsing through I found that costume-change emotes are unlocked PER CHARACTER! What? Is this a typo, or very true? Why are all other costume/emote pieces unlockable for all but not these?

If it is per character then I'd say because they have to be earned by the character in question just like all the other gated costume pieces and emotes that have to be unlocked by achievement.

Edit: This game has had gated costumes and emotes for years. This would be nothing new if it's true.

True, but those can be unlocked by any level (Except the TFC one and the Vanguard, of course), however, these COSTUME CHANGE EMOTES are locked by max level? But the new trail auras? Auras? and Emotes? Are NOT Seems a bit backwards.

Edit: It's not so much it's gated, it's that it's gated when per character, rather than per account like the rest in the same situation.

Never been a fan of gating things like costumes and emotes but they didn't ask me.

All the costume parts, emotes, auras, trail auras and costume change emotes are Certificates. That means that you buy them once, and get an email that can be redeemed by EVERY CHARACTER on your account, past, present and future. None of them are per character. However, none of them are "Global unlocks" either - they MUST be individually claimed on each character; buying them doesn't make them automatically available on all.

Sorry to derail but I don't suppose anyone else had AVG block their access to this thread?

The Witch's Hat is unlocked by the Katie Hannon Task Force which has a minimum level of 30...

Just a handy side note. It can be a pain claiming items on a non 50 if you've bought everything and have a lot of Ascension Armor pieces. Thankfully I learned from these forums that there's an Option under General> Email that lets you hide anything you can't claim. Makes it easier to use the Claim All button on non 50s

So, it's an error that the text for 'costume change emotes' bought by E-Merits say 'Unlocks for this character' rather than 'Unlocks for this account'? That's the main question I was hoping to have answered.

I use Avast! And haven't had a block, but not sure how close AVG and Avast! are in code, only know they're both free AV services.

Certificates are for your account, but have to be claimed per character.

Edit:
Vouchers are only for a single character though. However none of the costume change emotes are vouchers.

All right, thanks for the responses. I was just concerned about it, maybe I just read it wrong about the costume change emotes when lookin at the store.
