I'd say there is a character bug.

I'm not sure of the badge name, but isn't there a similarly named badge in the Rogue Isles, either the one in Breakout in the jail cell or the one in Mercy Isle that is right in front of the quartermaster near the ferry? Since you mentioned this is a Corruptor in the Isles, I thought maybe it's just a name misunderstanding...
Main Character: Ice/Storm/Ice Controller (Justice, 1340 badges)
One in Breakout is Jail Bird.
One in Mercy, in Fort Mercy near the quartermaster, is The Next Big Thing.

There is also the Hero Gear Kit. Which gives the exclusive bonuses of the CoH Collector's Edition, but not the game. This is how I got the VIP badge. Whether it is available now I don't know.

To my knowledge there were/are a limited amount of Hero Gear Kits at conventions, but that is all.
Hopefully with CoH:Freedom the in-game items will be made available.

Biggest Troll on the forums? I'll give you a hint:
I don't see why they don't just make a Hero and Villain booster for the equivalent price of the 30-day jetpack or less. I mean, the badge is only with the hero one and they want to avoid 'buying badges' but it would be a neat choice to have in the store even if it was just for the costumes parts especially with F2P coming later in the year.

I was just playing a character that I haven't been on in a while, and as I was about to log off, I verified my badges for City Info Tracker, and I noticed a badge that I didn't recognize. It was Destined One... but I do not have the Collector's Edition, nor have I ever had it. Stranger still, this one character (a level 19 Corruptor in the Rogue Isles) is the only one who appears to have the badge.
Is there some strange new way of earning this badge that I stumbled across unknowingly, or is this simply an odd bug?
