Built-in Voice Chat?
It certainly would not be a bad thing!
I have to disagree, for the reasons people mentioned the last few times this came up:
"I play in two locations:
• At work.
• In the living room with my family where we socialize or watch TV.
I do NOT want to feel pressure to be speaking aloud to my teams in either of these environments.
If it were built in to the game, I know that I would feel that pressure."
"No thanks.
There are some decent third party team chats out there - use those.
But please don't add a tool to this game that others will "demand" I use, even when I don't want to do so. I hate listening to the sound of my own voice, and I also think that hearing the voices of others who don't match my mental picture of how the character should sound would take some enjoyment away from the game for me.
And frankly, there really isn't much in the game that requires tight coordination of a team provided by teamspeak."
"Ever been to a team where everyone but you is on voice chat? Yeah, it's not fun. Right now, such things are rare, restricted mostly to people who know each other. Build it into the game, though, and they will not be.
That, and I don't enjoy voice chatting with strangers. However, I KNOW there will be pressure to voice chat anyway. I voice chat with my friends and family. That's it, that's the extent of it. Since English is not my first language, I'd rather not resort to it over something as trivial as that. And I don't want people with English worse than mine to be pressured, either. Nor do I actually want to LISTEN to people with English worse than mine."
EDIT: Forgot to mention bandwidth concerns.

Just because you play in areas where you cannot use the voice chat does not mean others will force you or kick you because of it.
I have played several other games with integrated voice chat. So far I have come across 1 person out of hundreds that demand it be used. It is acutally the games that do not have it that seem to have more issues. Games with 2 hour raids tend to generate teams that will require you to use vent, even if you dont have a mic just so you can follow the instructions.
Overall with the CoX community, the chances of being kicked from a team because you wont use the voice feature is extreemly low.
I have been on teams where everyone but me was on voice chat. It can be an annoyance but nothing game breaking. I have also been on teams here where no one is on voice chat but no one is chatting in game either. Same basic feeling.
Lastly, just because the game is pretty easy and nothing really requires the ability to chat does not mean it would not be an improvement if it were added. I probably would not use the feature either but can certainly see how it would be usefull for others.
Enough free or low cost solutions to voice comms exist, and some even provided by the community, that using developer resources on putting something into the game, that, for many reasons, probably few would actually use, I think would be a waste of their resources.

These 3 posts should give you a pretty good idea of why Paragon Studios probably won't be adding their own VOIP solution:

i came back because ppl in CO are just so blind they can't tell what's quality and what's quantity, don't give me a reason to turn my back on yet another game because of the same reason.
any TS system gives ppl hell trough there speakers, just imagine when you're just listening to some peaceful music and just when you're invited and join the team, all you here is mambo jumbo about really nothing useful.
really, i much rather listen to bad german rock then to any TS, i can at least choose to completely ignore the bad stuff.

And before you tell me it wouldn't happen ......if they are willing to take the time to type it in in ALL CAPITAL letters now what on earth makes you think they won't scream it out loud over a voice system?

After giving it some thought, I realized that I started losing interest in CoH after trying [a zombie-killing MMO game] and LOVING how much the built-in, effortless voice chat enhanced my gaming enjoyment.
And that's a game that doesn't require a ton of tactical co-ordination...I can only imagine how fun and useful voice-chatting in CoH would be.
Yes, I understand there's Skype & Ventrilo, I'm just saying that for me personally, an effortless, built-in VOIP system would be a big plus.
Love 'n hugs to all heroes, vills, mods 'n Devs - and no you cannot haz my stuff - I may be back for it some day.
