Can I move a character from one account to another?

Not possible, and most likely wont ever be (for various reasons listed in previous threads about the same subject).
Sorry.
Blizzard will do it for people if they can show ownership of both accounts or for situations like my little brother, son, daughter, other relative was using my account and now has their own.
Would be a nice feature to have available for those very same reasons.
WoW also has eleventy million bajillion subscribers. They can afford to put in the development time to implement such a feature, and the support time to ensure that it isn't being abused by RMT companies.
I can't honestly see it ever being implemented here.

Then when those players find out that they can't use the stuff they thought they were buying when they got the character they will get pissed off and blame the game.
And what kind of stuff would they discover they couldn't use on their account?
Anything from booster packs their account didn't already have unlocked.
Anything of the extra goodies from the various Editions that have released over the years.
Anything that needs to be unlocked by Vet Rewards.
Characters that have been sideswitched but the buyers account hasn't bought Going Rogue yet.
Anything Incarnate that requires the purchase of Going Rogue.
And what happens after they get pissed? Some will just quit, but there will be others that complain and get their account banned for RMT transactions.
But they won't just ban that dummy. They'll ban every account that the RMT site had transactions with thru the Master Account they were using.
This game has less than 100k customers. NCSoft can't afford to cancel subscriptions like that. They also can't afford to piss off people like that because those pissed off people will never take responsibility for their own actions. They will blame NCSoft and twist what happened to make themselves to be the victims and they'll drive away potential customers with their BS.

I went from 2 accts down to one again and ran into the "crap I forgot about the toons" during the brief period of 2nd acct being still active. Go into the nearest costume place and save the file for later (hoping that the other acct has the options). Email your inf to a toon you own, store your on hand in base, and try not to cry. Create the character on the other acct to the point of choosing the name. Delete the toon on the original acct, take a breath, then name the new toon on 2nd acct. Now you can re-enjoy those (hopefully few) levels you just did on the toon.
I can understand the whole saving money by having everybody on the one account initially, but really...you expected the kids to SHARE?!? What household do YOU live in? :-p

We have two accounts in our family, and sometimes we have characters who can't play together because they are on the same account.
It would be awesome if we could migrate a character from one account to another. We might even pay for the service.
Note: I don't just want to move to another server. I want to move from one paid account to another.
