TIME CONTROL for Controllers/Dominators/maybe Defenders
This sounds much more like a buff/debuff set the way you are describing it. With all of the slows, debuffs, and buffs, but no hard controls, I'd say that it would be pretty bad for Dominators and Controllers (except as a Controller secondary).

Being more serious now, Aett has a point. Sounds like a lot of debuff. Best to give out some power descriptions for the whole set. Time Stop: Hold, Time Pocket: AoE Hold, Time Travel: Foe -Level Shift, etc.
[keep in mind, these are examples of uninspired names and powers — except for Time Travel, that sounds more stupid]

Yeah I know I was mostly throwing it out as inspiration for the devs. I like the idea though of a level shift on the enemies though I don't wanna put any ideas out there that require too much code. But I'll do my best. Also I think slow would make a really unique controller set as a foe that is controlled (just like a Knocked back foe) is a foe that attacks less which is the controllers role, to lock down enemies. As for debuffs like -regen I meant it as the foe is getting older and therefor losing health. I should have said DoT.
1: Time Distortion - You distort time around a foe vastly disorienting them (single target mag 3 stun, moderate dmg)
2: Frozen in Time - you lock a single target in a time void making them unable to affect those in real time (single target hold, moderate dmg)
3: Time Freeze Field - By immersing you foes in fields of slow time you are able to slow their movement through it and render them completely immobile until its effects slowly diminish (Targeted AoE Massive Slow +special effect: the longer they are affected by it the more it affects them and they slowly move slower as the slow debuff increases from slight to near motionless)
4: Time Displacement Field - Through focused releases of time waves you are able to affect those within your immediate area and slow their advancement through time (PBAoE: increased recharge minor slow)
5: Planned Attack - You sensed your foes would do that, so you planned a counter attack. (temporary time portal opens and copies of yourself flood in to lay the smack down before fading back out)
6: Time Advancement - You can advance through time and find yourself in the future. You leap through your attacks instantly and leave your foes dazed. (targeted AoE team teleport Minor Stun, Moderate dmg +special dmg per player affected by teleport, Rech: Slow)
7: Lockdown - You lock several foes down within time fields and hinder their progress through it. Any foes trapped within this field will be stuck in a moment of time and unable to defend themselves. (Location Click: AoE Hold 10 Ticks of mag 2/3 Hold within Time Bubble field)
8: Future Doom - You flash several images of the future into the eyes of your enemies showing them their own demise (Cone, Massive Stun)
9: Future Self - you summon an image of yourself back in time to aid you against your current foe (summon pet with Holds and brawls and other goodies)
7: Defender Version of Time Displacement Field - Through focused releases of time waves you are able to affect those within your immediate area and help them move faster through time (team PBAoE: reduced recharge minor speed boost)

Wall of Text incoming. But an awesome new idea!
Essentially a Slow Controller Set that looks like a bubble defender but places the bubbles of "slow time" and makes enemies very slow for control. Can increase defense for the team with a power like Mind Link since the Controller/Dominator essentially see's the attack coming since he/she has seen the future. I imagine team teleport also being part of their control but make it seem like the team is porting past enemies because they've already defeated them. Make it usable as team port but if you port into the middle of an enemy mod they instantly take a moderate portion of damage with no tohit check since your basically teleporting to the future where you've already started the fight. Can be modified maybe by the number of people that get ported into the mob. Like maybe it only affects 2-3 if solo but if 3 people including the caster get ported then it affects 6-9 enemies. Can also make a power like Wormhole where the enemies get greatly debuffed when they stand near it because they're becoming their defeated selves from the future. I'd say health debuff/degeneration and perhaps even a temporary phase that only lasts a few seconds to make it the tier 9 Hold. I'd also suggest a toggle perhaps that teleports enemies around the room as if speeding up their actions but skipping their attacks. Maybe also a field that speeds up teammates movement and recharge as long as their inside the "bubble".
I say bubble in the description to describe how I see it looking but since we already have bubbles perhaps theres a better way to animate time fields that others can think of. I would love to see a toggle in this game that actually sends out something like tendrils to every player in range and its like a visible tether to the character and if they get out of range the tether breaks and doesn't animate anymore. So it looks like tentacles lashing out from the player towards friends or even make it an AoE dmg attack that clings onto enemies and slows them if they get to close. But I digress.
Would also be awesome to make the pet have the same costume as the caster and appear and fight alongside yourself. This could be worked on as an added benefit to Mastermind pet customization since this would require new tech. Otherwise the pet could be some futuristic being that was brought back to aid the Time Portal opener.
Come to think of it this would also make an excellent Master Mind set. Maybe it could be as simple as Rularuu set but they're summoned from the future and give them an update or something. I certainly wouldn't want to see Rularuu as pets but maybe there's something in the CoX Codex about time travel beings from the future you can work into the storyline.
