At the SF Meet and Greet, Positron said that it was their original intent with Phantom Army to have this effect, but they didn't have the tech at the time, so they went with what they have now. He said then that they are looking into ways of using the doppelganger tech for Phantom Army, but are wary to change things because there are bound to be players that get very upset at the change.
I got the impression that they love using the tech and anyplace they can find a cool way to use it, they will.

My answer is the same every time this comes up, as long as it's an option. Personally, I'd like to be able to have the option of my Phantom Army have the same appearance as my Phantasm, barely there.

Either summon random three sizes decoy, or summon a ghostly current costume version of yourself. In fact, have it apply to Phantasm too. That way, everyone can have their cake.
