One More Alpha Slot
Honestly, I think the current system is fine. It was designed with two top tier enhancements to give a choice beyond "which tree do you want". As it currently stands you make a decision about which tree to use and then make a further choice as tho whether you want a larger primary bonus or additional tertiary bonuses. Adding a 5th tier feels like a case of wanting to have everything.

So you want the final to ignore ED completely? In that case, too overpowered.
Just wait for the next incarnate slots to open up like everyone else.

That said, I don't much care for this idea. Right now, people can stop at Rare, going to Ultra rare provides a nice little bonus, but nothing to get terribly excited about. My tank, for example, has cardiac. Going from the 33/20/20 to the 45/20/20 (because he has no intangibility, fear, or sleep powers) provides about .6% more resistance. Even a Stone tank in Granite form only gets 1.6% more resistance from going from Rare to Ultra-rare.
But your suggestion is so grossly overpowered... going from a 13.33% resist bonus at ultra-rare to a 25% resist bonus at Mega-ultra-rare. That's just the percentage ignoring ED.
It currently takes 4 Notices of the Well to get an Ultra Rare, double that to get two Ultra Rares, and then assume that it takes two Favors of the Well to make the Embrace of the Well you need to craft the Mega-Ultra Rare. That's 12 Notices of the Well and somewhere around three months time.
Given how long it takes to get a tier four, if someone is willing to invest the effort to do it all over again for a tier five then I say so what? Let them! I don't see how it can hurt anyone by allowing it to happen. Getting one 45% (Instead of 33%) and all the other benefits together from both tier fours seems to be fair given the effort involved. And it's not like very many will bother. It seems that very few of my friends are going to bother going past tier three as it is. If someone else wants to, thats ok with me!
The incarnate system has given me a reason to play my 50s again, and I am enjoying it a lot. I am glad it is there and I look forward to the other slots!
You all assumed I wanted to do away with ED. I just did not bother to add that to the list.
Yes it would be way expensive, but again the point of Incarnates is to feel extremely powerful, by allowing us to fully build an entire Alpha Slot and receive all bonuses would do that.
Am I the only one the believes that we need one more alpha slot to make the tree look normal?
I would like to see the ability for us to be able to combine both Core and Radial into one final Alpha slot. In order to do this all the slots would have to have the following created: Common, Both Uncommon, All Four Rare, Both Very Rare
Exp:
Cardiac:
For all powers: Reduces Endurance cost by 50%, increases Range and Damage Resistance effects by 30%, Fear, Sleep and Intangibility Duration by 40%
Muculature:
For all powers: Increases Damage by 50%, Immobilization Duration and Defense Debuff effects by 40%, Endurance Modification, and Run Speed effects by 40%, and To Hit Debuff effects by 30%.
Nerve:
For all powers: Increases Accuracy and Hold Duration by 40% and Defense Buff effects by 30%, Taunt effects, Confuse Duration, and Fly Speed effects by 40%.
Spiritual:
For all powers: Increases Recharge Rate by 50%, Stun Duration, Slow Movement, Healing and Jump effects by 40%, and To Hit Buff effects by 30%.
And then maybe another lvl shift for good measure
