As always it depends on the server you choose. Freedom and Virtue are the most heavily populated, but if you join a couple decent global channels you should have no problems finding people.
Try checking out the Mentors Project. I don't have a link for you but I'm sure one of the many members that frequent the forums will gladly post the link in this thread as soon as they see it.
If you aren't aware of it, there's been some new stuff added that requires the purchase of Going Rogue to play.

Required as in "required if you want to play the new stuff." All the older stuff that you're used to is still available to your existing account.
Population is up. Ever since Going Rogue and a ton of advertising, the server populations have seen a noticeable jump. On almost every server, there are Global Channels which are a constant source of raids, teams, advice and general chit chat. Supergroups and Villain groups are a lot less needed now. You can make a personal base and jump on the global channel and be good.
As I'm sure you're used to, much of the game is instanced so there's not always a crowd on the city streets even if there are lots of folks in game. The player finder (the thing built into the team window for finding folks) will help you get folks from the zone you are currently in.
That's all I can think of. Stop by your intended server forum (on these forums here) and say hi. Let folks know what you want to do, and they'll tell you the best way to do in on that server.
If you are looking for people outside of instances.
Blue side you find most people in Atlas Park, Talos, and Peregrine Island.
Redside you find them in Cap Au Diable and Sharkhead, Grandville is a bit mixed.
The Rikti Warzone has gotten very active ever since the incarnate stuff was implemented, and in particular this week it is packed thanks to the weekly strike force being Lady Grey.

the population is fine. dont listen to any liars who say otherwise. it's just that now people chat via Server Channels like LFA and LB for the Liberty server.

Servers are ordered from least to most when you first bring them up, not counting the one at the top. Use that as your guide if you want to know how populated they are. Medium to heavy population are ok just be aware of the virtue folk, they RP hardcore over there. Sometimes they RP so hard they gimp their builds just for the character concept. Like empaths with no ally buffs, petless masterminds and brute/stalker/scrapper/tanks with no mez protection.
