My question is pretty simple, if I have a Gaussian's Build Up proc in Tactics, will it work?

Simple answer: Yes.

More complicated answer: It will have a 5% chance to go off every 10 seconds for as long as the power is active. If it goes off, you will have a Build Up effect on you for 5 seconds.

With the way it works, the only time I put the Build Up proc in a toggle power is when I'm slotting the whole set for the defense bonus. Since it has a tiny chance to go off in a toggle, I usually see it go off while I'm standing at WW, traveling between missions, moving from mob to mob in a mission, or other times when the Build Up effect is useless to me.

The BEST place to put it that I've found is in Follow Up in Claws and Blinding Feint in Dual Blades. That's if you're using JUST the proc.

It will. It's usefulness in a toggle is debatable, however. Toggles check to proc once every 10 seconds, and with only a 5% chance of activating you won't see it often. Putting it in a power like Aim or Build Up means that when it does proc it will stack with those effects, but from experience, even then it feels like the proc activates rarely. The best use I've found for it is getting the 6th slot bonus for the set. It'd be nice if it the % chance was bumped up, considering that it's a unique enhancement.

To add a note:
I assume you know, but just in case....

When it does fire - it only gives YOU the build-up effect, even if it's in a team buff power like Tactics.

To add another note - when it does fire, there is no visual or audible effect. The only way to tell is to have your combat window open in chat.

It shows pink hasten icon in your buffs when it goes off.

This is how I use it on my DB scrapper. It rarely goes off but when it does it's in combat. It's nice when I see the damage buff % shoot up 100% (I think that's the number) especially if I'm fighting a big boss at the time - not so much when Blinding Feint is the killing blow of the last member in the spawn

Once in a while I think about replacing it with something else since it is pretty rare but so far I still have it slotted.

To clarify, I meant no visual or audible clues as provided with the power Build-Up. As noted above, you can monitor it other ways, but I'm typically too busy clicking things and pushing buttons to look at all that other stuff.

Just to add, you can also monitor when it fires by checking the "Healing Delivered" chat channel.
