Have The Ability to Respec Out of Secondary Power Sets
I think the Devs have pretty much said they are not going to do this.

See every previous discussion where it was pointed out the devs are against this - not a "we'd like to but can't," not "technical limitations," but flat out "no."
Besides, if they DID open the door to doing "just" the secondary, we'd then hit a flood of "Why not the primary too/instead?"

The reason this compromise won't fly either is that if the Devs ever gave us a "secondary powerset" respec the people who've always wanted the full respec would start screaming extra bloody murder for them. At that point the Devs couldn't really continue to justify their desire to avoid this altogether and it would be a fairly messy situation for everyone involved.
Better luck next time with your powerset choices.

Anyhow, since no one else actually answered your question w/ reasons why this couldn't happen, allow me.
This cannot happen because if people could switch out of a part of their powerset--even if it was only the /secondary, people would create less characters. Why make a new one and go through the grind, after all, if you could just try another set on your already 50 toon?
This, in turn, would mean that less characters are created. New characters are the life blood of the game. If less are created, there will be less people to play with at low levels, in turn making for a worse experience for new players/characters. Which in turn makes people not want to make new characters. (insert downward spiral here)
Eventually we have people mostly playing high levels, and other players leaving because the game is unfriendly to low levels.
*Note that this is a hyperbolic example of what could happen, but is nonetheless semi-accurate.

Your hyperbole answer may have some merit to it, but the everybody else's answer so far is the best. The devs have said no to this idea. Even without their reasonings listed, it's enough.

That's why I tried to give a reason. Just replying "The dev's said no" tends to annoy people.
...That said, this super respec question seems to come up once a week, people really should start searching before beating a dead horse.
I am about 100% sure this one has been mentioned before many-a-times but I will bring it up again to see why this cannot be done.
I recently had a level 33 demon sum/trick arrow MM. For the life of me, I never liked the trick arrow. I am not sure why I even picked it to begin with? This was one toon I just didn't enjoy the Secondary Powerset. I wanted a "do over". I am very sure there are many out there that have started up toons only to discover that they made a grave mistake on the Secondary Powerset they picked, only to realize that they are now level 40 and they don't want to start over again. So, the other day, I ended up starting the same toon over again and picked a new Secondary Powerset, Storm Summoning that I am much happier with. I am now level 10..heheh.
To be honest, being at level 33, I was very hesitant to start over again. I had to do something but what? So, this brings me to my original question, why don't we have the ability to respec out of a Secondary Powerset? Respec'ing will only give you the ability to re-pick and re-slot your powers, your "same" powersets. I know there are those out there that will say that one should take their time when picking secondary sets as to no mess up like we sometimes do and like I did. Maybe there could be something out there like a "rare respec". Maybe call it a Super Respec meaning not only will it allow you to re-pick and re-slot your powers but will also give you the ability to pick a new Secondary Powerset. These Super Respecs would be more rare than basic respecs but can be earned through various TF's or Trials, Veterans Awards and sometimes by the dev's if a new issue might require it. What do you guys think?
