There's a number of powers flagged to take a set it shouldn't, or not flagged to take a set it should(Half of Electric control are flagged for End Mod sets, but do take End Mod enhancements.)
Worse, it's not uniform across different AT's versions of the same power.

Rather have ranged myself, that hold proc turns the mortar into a debuff w/ a chance for an AoE Hold
