Actually it was mentioned pretty early on that Cole tends to run a hands-off approach. He doesen't seem to be a micromanager.
Note that I don't think Cole isn't ruthless: He's pretty clearly willing to do well, pretty much anything, to achieve his goals. It's just that I doubt he signs the paperwork for Neuron's every experiment or Tillman's every new "recruit".

I suspect he's working on something important, and really isn't interested in the day-to-day running of the state.
