I've had toons gain the power at L21 for completing one of those Midnighter-given arcs, which lets them open the portal but not actually use it. Talk about frustrating!
The easiest way is just to ask someone at Wentworths to open a portal*, but the Midnighter arc should have given you access so you could just bug it as well.
*once you have done this once it gives you the power.

Ask someone in Wentworths or on Broadcast to open a portal, jump in and then get the badge which is right at the top of the building -easy on a flyer, but you can walk up the spire if you aren't a flyer.

and I have to ask and sorry for doing so, but have you checked your powers listings to see if the O portal power has been awarded but because your power trays were full just not placed in them. If it is just drag and drop it down and bingo!
And if it is not there then just ask for a portal drop, jump in and then climb the arch and get your own

The various Midnighter arcs do not give you an O portal that I'm aware of. The only way to get it hero-side (aside from getting someone to drop a portal for you and snagging the exploration badge in Ouroboros) is to run either Doc Delilah's arc or Agent G's. Both are in Faultline, both deal with a time-travel device (or actually a reality warping device capable of changing the past), and both are for levels 20-24.
Jim Temblor (also in Faultline) will introduce you to Doc once you reach 21st level even if you've never done his arc or otherwise have him as a contact.
That is just for future reference since you are already 38th level so in that character's case you'll have to get someone to drop it for you.

The Midnighter arc which gives the badge is the second arc from Mercedes Sheldon: The Magic Man, but the Wiki page does list all the other ways to obtain the badge.

Other than just hijacking a portal and grabbing the exploation badge, I find one of the easiest ways blue side is the mission from the science store in bricks.
Easy to forget about those stores, what with the vanguard/chimerora vendors and IOs...

If so, they got access from the level 35-40 Science Store's mission. It involves time travel and grants you the power. My main and a couple others had it automatically when it was released as well, they were Science origin and had run the mission.
Just ask if someone can drop a portal for you. Most people are happy to do so, and there is a badge at the top of the tower that will grant you the power.

Important note: The O-portal is tagged as a Temporary Power for some utterly unknown reason (it really should be inherent, if you ask me, but I'm sure there's a good reason), so it might not be where you're expecting it to be in your power listings.
