Electric/Psi Questions
Drain Psyche is hugely effective, a key power. However; at level 12 you should be doing better. Did you take Static Field? That's a key control power for Electric. You should also have Conductive Aura running by default since it drains them, helps you and costs no endurance.

Yes, I have both of those and use them all the time. I have not taken elec fences yet though and maybe that will help.

Like I also said before, I did not want to truly judge it before I got DP and before I got my level 25 Ios. It is just good to get some reassurance!

Electric Control is best at low levels, really. Once you get static field and conductive aura slotted, you should have a general idea of how the set plays.
Synapse overload will add a tool to your repertoire but it takes time to confuse a spawn and won't typically get everything in full-team settings (not to mention, you can miss altogether). What I'm getting at with that statement is that elec control is what it is at level 12 and doesn't mature *too* much after that point. It's up to you to decide if you like it.
It should be noted, however, that if you manage to work in some defense, either S/L or otherwise, it can buy your build enough time to survive sapping to the point that Drain Psyche/Shockwave can handle the rest.
Also remember once you've floored their endurance they'll only be able to use weaker attacks and not their more powerful ones.
Well, now I just realized when I wrote this I was level 12 and did not actually get static field like I thought. I did not actually train to level 12 and I got that power confused with another power I had. Static Field makes such a huge difference. I am barely getting attacked now and the alpha problem is also solved. OK well, it looks like everything is back on track! TYVM! I am sorry for the confusion, I assumed it was my fault and now I at least know why lol.

I happen to like synaptic overload -- a lot. If you want more of the spawn involved, just cast it before you finish the spawn you are on. The power can miss, so some accuracy is advised. It then happily jumps from foe to foe. Confused foes don't hit you; it's HARD control. Be careful, some bosses show the confused purple light, but aren't really confused. You will experience that soon enough. If domination is up, it's no problem.

I don't have Synaptic Overload on my dom yet, but I do on my electric controller. It's nice, but kind of weird. The jumps are quite a bit slower than Jolting Chain's jumps. Without enhancement, by the time the effect gets from one end of a spawn to the other, the first enemies aren't going to have much duration left. Enhancement will, of course, make it better, but it's still a bit tricky. And that jump delay means it's *really* not that hot as an emergency power. Great for those annoyingly sleep and immobilize resistant Fortunata Seers though.

The only thing I have not liked about my Elec/Psi so far is Psychic Scream. It just does not seem to work well with this set imo. I need to mostly be in melee for my aura to drain and I found myself having to force myself out of the spawn to use the scream. I spec'd out of that and went all ST for now which is incredible damage. I can't wait for the level 38 PBAE though! That will be amazing!
I am level 23 right now with all my level 25 IO's and it is fantastic!
I put chance to heal in jolting chain also, but it rarely seems to go off even with a huge spawn. I am disappointed about that, but not a huge deal. I had higher hopes for that proc personally. I did put that rare regeneration in health to help with my healing more.
I put chance for +end in Drain Psyche, but I am not 100% sure how well it works honestly.
I took Stealth and put a Kismet 6% Acc + a LotG Global in that!
I was noticing I lost end quite fast with my quick attacks so I just put in a Miracle in health and a chance for +end in stamina.
That is about it for now. When I get to 27 I will put my level 30 numina in heal also for more +end and +regen and that should be even nicer.

I wish all Domi cones were like Thorns one.
Edit : Chance to Heal is a waste in Jolting Chain, it will only ever have a chance of healing you on the initial attack, follow-on chained Jolts jumping from the original target to others won't have a chance of healing you. This is the case with any "Affect Caster" type PROC in a chaining or Pseudopet power. Offensive PROCs (Chance for Damage or Chance for Mez) will work properly though.
I disagree on psiscream. It does just as much damage as psiwave, and if you back far enough up, to a huge number of foes. I am finding that s/m/l def is not as good as ranged def tho, and I have a LOT of s/m/l. You start out at range with static field, drop it, and then either confuse or start outright attacking. If you start with psiscream, you do a far bit of wide damage, then get lit up a bit with half an alpha. You then jump in, sleet, psiwave, and start banging on things. Here is the problem. You are draining end, but all the mobs preferentially shoot from more than 10 ft distance, i.e., out of melee range. You still get lit up. By the time you've drained them, you have either killed the mob, or jumped to range to scream, then back in for wave, and killed them anyway. The big advantage of your aura does not seem to be drain. Even heavily slotted for drain, its useless against +4 content. It just makes things shoot at you. Against +4s, you wont be able to floor their recovery to prevent them from getting the odd potshot off your skull. But.... it DOES give you bonus recov/regen, and in tandem with DP, gets you healing pretty quickly, assuming you are dodging.
After blowing waaaaaaaaaaay too much money on s/m/l, I am going to have to say that ranged def is by far better, unless you don't like grouping, in which case take your pick. But high level content in a group, I have definitely seen, ranged def is better.
This again is all moot if all you fight are whites.

Put one range enh in it and you'll easily get most of a x8 spawn every time - that's boatloads of damage. You do have to move around though so if you don't like that (some don't) then you won't find Psi Scream all that effective.
Oh - and I don't understand what seems to be the prevailing opinion here on Synaptic Overload. That thing is seeds junior - just simply a great power. I have 5 Malaise in it right now and it hits fine, has good duration, is up at least once per spawn, plus the +rech. What's not to like?

Also, loving the SO. Toss it out there first before SF and by the time you're in melee range to smack baddies around proper, it's spread to a fair amount of a large spawn. Just remember that if you're in Domination, use it on a tougher enemy and let it spread from there, as I don't think that Domination affects the chain beyond the initial target.
I skipped psy scream on my mind/psy for the longest time for the positional cast reason...but when /psi got re-jiggered I couldn't let it go anymore. It's contribution to damage is about on par with psi shockwave, though is target caps is lower. I find it good fired off just before I enter the spawn, controls fired ahead of it.

I just made one and he is level 12 now. I was just wondering if my survivability will get better when I get Drain Psyche(I have never had it before and I might be expecting to much from it) I basically have to fill up on greens with every mission and it seems that electric does not really "control" to much at all. I take away all their end, but they still get attacks off. I know I am only level 12, but I would like to know now instead of waiting 20 more levels or so and still take just as many dirt naps! TYVM!
PS: I DO really like electric control and I DO hope it gets better!
