I think that's backwards. I think Dom permas before Hasten. IIRC, you need ~70% +Rchg for permaDom, and upwards of 120% +Rchg for permaHasten.

205% after Hasten's own +70%, 110% after 3 recharge SOs for ~95%
PermaDom - Domination needs a total of +123% Recharge
Unable to slot enhancements so it must all be buffs or set bonuses
perma dom without hasten is about 125% global rech
perma hasten (including the 70% rech from hasten) you will be around 175% rech (so 105% or so for perma hasten)
thus if you get perma hasten you will get perma dom, the only thing is you have to remember to hit hasten or domination when its up becuase you cant have 2 powers on auto, so i just try for about 140% rech so i dont *need* hasten for perma dom, but i have it for some extra rech
So, yes, if you have perma hasten, you have perma dom.
The lowest global recharge you can have and still have perma hasten is ~77.5% iirc. This requires six-slotting Hasten with lvl 50 Recharge IOs and taking one of the second level Spiritual alpha boosts.

What I have done for other characters who want to Perma something else besides Hasten is have Hasten on Auto and I changed my Tab key to attempt to activate the other power as well as target the nearest enemy.
It seems to work fine but I've never tried it with Domination. The other characters I used this for didn't have the Crash of Domination running out to contend with so it might need extra attention.
What happens between combats, Unnamed?
I've used a bind stolen from someone on here for my Rad to switch between Hasten and AM. It activates one and switches the other to auto at the same time. Works pretty well, but it's high maintenance.

So I need more set bonuses...I have the money but my build is tight on the powers that would grant a +Rech bonus through IO sets

I'm still a bit confused by all this. Sorry, math is not my strong suit. 
So, for permadom I would need ~125% global recharge. That's without Hasten.
So, now, I have Hasten (right now 2 slotted w/lvl 50 IOs). Given that, what global recharge do I need to have permadom? Right now I have 62.5%, but apparently that's not enough. How much more do I need?
You need at least 70% global recharge with 3 slotted Hasten. You could probably stack Domination once as you are now, but since Hasten isn't always up, it won't be perma.

Am I correct in thinking that Hasten will always perma before Dom, and then once you have perma-Hasten you also will automatically get permdom? Are there any exceptions (barring teammates)?
