AV/EB defense numbers
It's not quite the answer you're looking for, but it's the answer you need:
From the ParagonWiki article on Combat Mechanics, you can see that base to-hit against an enemy +4 levels above you is 39%. This is true for minions through AVs, provided they don't have any extra defense.
If you don't have any extra to-hit, the accuracy needed to reach 95% against a +4 is 143.6%. (Most attacks have a base 100% accuracy, so adding that to the 143.6% means 39 * 2.436 = 95.) This accuracy enhancement can be either global or per attack; they add together.
If you have extra to-hit, then you can find out how much accuracy you need by adding the to-hit to 39, then dividing 95 by that number. For example: my /Dev Blaster has Targeting Drone slotted so that it provides 22% to-hit. 39 + 22 = 61. 95/61 = 1.557. The set bonuses I've collected give me a whopping 1.41 global accuracy (you start at 1.0, as mentioned above in a different format), so I only need 14.7% buff in each power to reach that number. Anything above that is wasted in most cases, but it can be helpful against -to-hit debuffs and enemies with higher than normal defense.
(Accuracy is expressed as both a decimal and as a percentage in game, so I've been using them interchangeably here. 14.7% = 0.147)
That's a little convoluted, but does that help?

yeah, that is where my 43ish% number comes from, the problem being that in order to USE that formula, part of the data is the defense of the target. That is what I am looking for, some information on the defense numbers that AVs/EBs have so that I can know I better what my hit chance really is in various situations.

Well, that's going to vary by individual enemy. I'm open to being corrected on this, but I'm pretty sure you can consider all enemies to have 0% defense unless they're listed as having a power that provides +Defense, like the Paragon Protectors as an example. The 39% base hit chance should be a sufficient starting point for most enemies you'll encounter, and you can of course build above your target accuracy if you want that extra buffer.

For example, Captain Castillo summons a Force Field Generator, which provides him with +def. The Nemesis Lieutenants near Nemesis will grant him +def from Vigilance when they die. Sister Psyche has Force Field powers. Mynx has Super Reflexes powers.

Ok, what I was meaning by the original question was numbers for specific AVs, not that AVs have a base number. how much defense does mako have outside of elude? What about other AVs?
There are dozens of AVs, and each of them has a different number. I doubt that anyone has checked all of them. If you really want to know, your best bet is probably to roll a Blaster or Bane and take [Surveillance], or stock up on a pile of [Power Analyzer mk III].

While it takes a little bit more legwork, you can also check out the powers that various AVs/EBs have on City of Data. For example, Mako (Recluse's Victory version) and Mako (Regular version).
The unfortunate problem doing it in this fashion is that sometimes critters share powers from a different powerset. While Mako uses the 'Mako' powerset, he also uses the 'AV Resistances' powerset, which is the PToD. In other cases the problem can be exacerbated further, but AV-class enemies are the least problematic in this fashion.

That spreadsheet was exactly what I needed, looks like 30% is the highest defense on anyone outside of special tier 9 type powers
30% sounds about right. Most NPCs don't really "cheat" on defense powers like they do on some others, so figure they aren't going to have more defense than a player character would. SR Scrappers top out at around 30% defense from their actual SR powers and those are about the best (non-IOed) defensive characters (except maybe Ice Tanks but I can't think of any NPC Ice Tanks). Well, unless there are Widow AVs who get Mind Link, but that wouldn't be a full time power.

forgive me if this has been answered, my searches haven't found anything on the forums yet nor have I found this information on the wiki.
I am trying to judge how much power accuracy, global accuracy, and to-hit I should strive for. As it stands right now, if I have done my math right, I have a 95% chance to hit a +4 with 43ish% defense and +0s with a 75ish% defense. Does anyone know what the defense numbers are for the various AVs?
