TIP missions drop rate change???

I ran 5 tips missions yesterday. I didn't notice any obvious tip drop changes.
Random stuff is random is the most likely cause with this dataum.

I have found there are good times and bad times for tips. Sometimes they drop fast an others I can go for 15-20 minutes with none. During the bad I just do other things or give up. There are times where I have done the three tips I had and random killing for 10 minutes with no tips dropping. Other times I come in and three random mobs - three tips.

I'm having a similar problem that is beginning to worry me.
I have a level 50 Widow character I'm taking hero-side and after several hours of concentrated and varied street sweeping, radio missions in PI, missions in the RWZ and even wiping groups in Astoria and Talos, I can't seem to get a tip at all. And again, this is after literally hours of play.
Perhaps related or not is an odd bug I got doing the safeguard (while still a rogue) for PI. The villain in the bank was invisible and non-interactive, leaving just her katana and a satchel of money floating in the air by the elevator. I discovered that spin could still do damage, even though I couldn't find a target and eventually was able to complete the mission.
Am I doing something obviously wrong here or just getting the worst streak of luck I've had in the game thus far?
I have the same problem with one of lvl 50 toons, on the hero side. With the tips that is. So far I have gotten zero tips for him. Done radio missions (about 20 of them), story arcs from Ourobouros, street arrests... nothing at all. :P
just one question, are you a incarnate? maybe the drops are broken for them.as now it has to check for shards to drop also?

I should note that I started keeping track.
With over 1000 gray (but over level 20) defeats, about 500 blue, white, yellow and orange defeats, (both including bosses), street sweeping and missions, I'm not getting any tips with the character on hero side.
However, when I took him villain side, I had no problem getting tips quickly, within seconds, in fact. Dismissing those, I headed back hero side and again, after more than a hundred and twenty defeats of various levels from 25-50, no tips.
To be frank, I don't know... don't think I did any incarnate mission (?) but not too sure. No... I'm quite sure I haven't.

3) Started killing again to get tip missions and completed 5 tip missions quickly. (i.e. One right after the other since I would get at least one tip drop in every tip mission.)

On another trip back red-side a tip that was supposed to have been dismissed by going through the portal to the blue-side was still there and suddenly visible. I dismissed it, headed back blue-side again and did more street clearing. More than a hundred arrests later, still no tip.
At this point, I figure I'll just shelve the character until they get around to a fix.
I thought it was taking me a while to get a tip today too.
On a side note, I got a tip in a lvl 9 mayhem the other day. I didn't think that was supposed to happen.
ok next question they added some rogue/vig specific tips, maybe the combo with incarnate is the problem or being NOT in your home side.
