Ice Tank and Numina's Proc

A question for you Tanks and Invention people out there. I have a Numina's +Reg/+Rec proc and am trying to decide where to put it. Should I slot it in Hoarfrost or Health once it becomes inherent? I have yet to put the Fitness Pool in my LvL 32 Ice/Stone Tank, so I can hold off on slotting the Enh....but I don't know where to slot it yet.

Any thoughts or insight I am missing?

Slot it in Health. Always better to slot it in an auto power because it will fire off constantly, so it's basically a perma-ticking buff.

seconded. As a proc it will check to trigger each time the power is activated. In an auto or toggle that means every 10 seconds. The buff lasts as long as the toggle or auto power is active. Additionally, the level of the IO doesn't matter if you slot a 50 into inherent health then flashback to Outbreak at level 1, it still works.

The only reason to slot it somewhere other than health is to 6-slot for the ranged defense bonus. On an ice tank thats probably not what you're worrying about.

another vote for: PUT IT IN HEALTH

For the most part action procs like Numi and Miracle are best when placed in powers that are inherent or passive.

About the only time I wouldn't put one of the healing procs in health is if I was running a Willpower or Regen and had another healing passive; or on Stones where I'll put the +regen proc on rooted.

Great, thanks for the help! I wasn't sure if it would have been better to put it in Hoarfrost because I could control when it fired....but it makes more sense to have it continual.

Wait, what?

I was... told this was untrue, at least at one point (if not several).

If I'm beneath the level of the proc, the proc still fires?

depends on the proc.

Numina, Miracle, Performance Shifter, Kismet +To-hit, and Regenerative Tissue procs all fire on power activation. As long as the power is active, the proc will activate. These proc's auto-fire when placed into passive powers such as health, stamina, fast healing, quick recovery, or Phalanx Fighting. As long as you have the power, the proc will fire, regardless of the proc level.

Luck of the Gambler and Gift of the Ancient procs are based on passive performance. These types of procs are subject to the enhancement boost must be within 3 levels to activate since they are not dependent on a power firing to take effect.

Just to clarify, there are procs and then there are globals. Globals follow normal rules that govern set bonuses when exemplaring. Procs do not. A proc will list a %chance to run a procedure, or list a specific duration (proc 120s). A global will just list the bonus.

It's best not to call LotG 7.5%, Gift of the Ancients 7.5% run, BotZ -KB, Impervium Armor 3% psi ressitance, et al procs because they are not. They are globals.
