The well is the same sort of thing: it holds sway over all the origins. The Well is the point where the distinction between magic, science, nature, technology and mutation cease to be relevant.
And frankly, by level 50 if you can maintain immersion as "just a guy with a gun" while you battle insane space gods, this should not be a stretch.
I haven't read all of this, but I don't think it's that hard. Incarnates channel the power of a divine entity. A guy with a gun getting even better could for example channel an entity concerned with warfare such as Ares or Tyr to develop an advanced grasp of the flow of battle, allowing them to foresee events and act before they even happen. Shoot at where people will be when your bullets get there, as it were. Alternatively, they could channel an entity concerned with crafts such as Exael or Wayland Smith to build a better gun. Hell, they could channel an entity signifying dance such as Huehuecoyotl or Michael Flatley to become a dervish raining down bullets.
Whatever floats your boat. I only regret that Tartarus is already spoken for cause he'd be the perfect fit for my main who deals in... repurposing souls. (And it's really a bad fit for Recluse anyhow. Recluse should have been Prometheus considering his agenda.)

As of I19 an incarnate is somebody who channels the power of the well. Which makes the word incarnate rather silly since they are not the physical manifestation of anything.
This is considerably better than interfering with concepts, but it could be handled more elegantly. The incarnate introduction is passable. It hypes you up rather than some sort of signature dev avatar, and is much better than the origin of power and patron crap, but the whole arc I was wondering why the NPCs were talking about incarnates without ever explaining why they are called that.
A game is not supposed to be some kind of... place where people enjoy themselves!

At the moment, based on my I19 Beta experiences, my view's been that the Well is a conduit for this divine essence.

You run 46 kph without a second's thought, wearing any manner of goofy CosPlay gear and improper footwear.
You jump 10 meters into the air at any time of your choosing and under any regular conditions.
You take multiple shotgun bursts to the chest before faltering at the first level of power.
No one is "Normal Joe" in CoH. Period. Note: That doesn't mean not "Natural". Just not Angry Regular Man, wearing their duster and trench coat with Assault Rifle/Devices.
Reading that crap just makes me miss the old Blue King (name? something like that, I don't remember) comics that had player-written stories in them towards the end of each issue that were actually all pretty awesome.

Just a useless addition to the what is magic tangent...
Not that this applies to this world, that world or anyone else's personal definitions (but it may help, or just simply be interesting enough for sharing)...
I suppose it is entirely from my days playing AD&D in the Forgotten Realms that makes me okay with this pseudo-explanation of magic.
In that world, there was basically a stream of magical energy (Possibly a natural part of the universe/omniverse and all... they called it the Magical Weave, I think) that could be tapped into.
Whether it be through items, rituals/spells/components, natural abilities, endowment or whatever... a person could use that magical energy to do things.
I like the general aspect of that, in so much as the magical energy is a natural resource to be tapped into that is basically an anything power.
Through rituals, studies, artifacts or super abilities, a being could manage to manipulate that magical energy to perform just about anything (Of course, most beings are limited to the great discoveries and findings of wizards who have gleamed the ways to create predictable results).
So, basically magic is an energy source that has the anything power and, if you're capable, you might be able to manipulate it in various (infinite) ways.
However... the distinction between actual spellcraft/magic using and science is always an issue. In this case, they seem to treat anything that uses the power of the magical energy to be magic and separate it from any other natural resource one would use for technological and scientific advancements.
