On the subject of Black Scorpion's info, he's reconfirmed what we were told at PAX when the Incarnate system was first mentioned - the Incarnate content that we'll use our new powers on is made up of raids:

I'm not so sure about that. The interviewer's question about Positron leaving for another game internally took me quite by surprise. WW makes a point of not commenting, but...
Eh, I suppose its time. I hope they'll tell us if he does transfer off CoH. You spend so many years talking with someone, rooting for them, etc. Its a shame to suddenly see them up and go with no word of goodbye.
