Ernesto Hess TF -glitch
Hess isn't talking to you because you might still be in "TF mode". After being sent to Hess, call or go back to Lars one more time to complete/close the Ouro Arc.
The game doesn't display contacts on your map unless they are on your contacts list. For the most part this isn't to bad (since if they aren't on your list they won't talk to you). However I think ti would be nice if two contact types appeared regardless. The first is TF contacts (possibly with a different color) and the second is hazard zone contacts who are the right level for you but you haven't been introduced to.
Wait, since when is Hess available in Ouroboros? Also, you don't need to do Lars Hansen's story arc again for Hess to talk to you, once is sufficient.

Thanks to the helpful players on this Bulletin Board. Lately , I tried to run it again, but it didn't work. Lars gives me these tasks to complete, we Defeated 15 council, located computer blah, blah,...then I finally meet Ernesto Hess thinking I would be given the TF. (as I was given before) |
The Hess TF is *NOT* available in Ouroboros. Ernesto Hess must be 'unlocked' by doing Lars Hansen's arc. Lars' arc can be done from the actual contact *OR* via Ouroboros. Either way, once you have completed his arc, Hess is unlocked as a contact, ON THAT CHARACTER ONLY and he is unlocked FOREVER. If you want to do the Hess TF again some day with that character, you can just go directly to Hess and start it up (once you have 5+ teammates).

Unfortunately, there's no easy way to find Hess for the TF. All the other TF contacts (off the top of my head) are near some kind of landmark, whether it be a trainer, train station, base portal (or all of the above, like Citadel).
With Hess, you know he's on that ledge overlooking the base so you just make your way along until you spot him.

But he acts like I have more important things to do.
I also don't know why CoH never bothered to have Lars located on the Map. It's a pain in the **** to find him without knowing exactly where he is.
I only found him earlier because Lars missions provides GPS sort of arrow guide to him.
Perhaps I forgot to do something this time around...not sure.
