What kind of defender would a spines scrap most want?
If he's going with a resist based set, he'll want defense shields, and vice versa.
If he goes Dark, he'll love the +Recovery in Kin or Rad, but if he goes Elec, he won't have any need for it.
An empath can provide heals, the Regen and Recovery Auras, Fortitude (Which is +Damage and +Def, great for a double damage aura, resist based scrapper), and Adrenalin Boost (Biggest thing here is probably the +Recharge).
If you chose a controller, you could use your Immobilize to keep everything in his auras as well, and the difference between Defender and Controller buffs isn't huge.

My buddy and I usually run as a duo and he is going to make a spines scrapper, he is thinking to go either dark or elec armor. I'm trying to decide what type of defender to make to help him (and me) level the fastest. I suppose it doesn't have to be a defender, a corr, troller or even dom would work depending on what you think.

Spines/Electric would still benefit a great deal from +Def but not sure how much +recovery you would need at the higher end. Spines can still use alot of endurance, especially if you go AoE happy. So again, I am still leaning toward Empathy or Cold.
Another set to seriously consider is Radiation Emission. You get great debuffs which can make any scrapper tougher, plus Acc Metabolsim is a great +recovery buff (in addition to what else it buffs).
Kinetics is a nice set for +recovery also, but it offers +resist which would be less useful for resist based sets like Dark/Fire/Elec. But with that being said Scrapper + Defender is one of my two all-time favorite Duo strategies. The other being Controller + Blaster.
Here is an interesting thing to consider though:
+Recovery buffs (Defender power by level)
Cold Domination ---> heat loss ----> level 32
Empathy ---> Adrenaline boost ----> level 32
Empathy ---> Recovery Aura (50% uptime) ----> level 18
Kinetics ----> Speed Boost ----> level 12
Radiation ----> Acc Metabolism ---> Level 2
As far as I know, there are no other primaries with any +recovery powers.

A controller blaster team does sound pretty interesting as well, and might be something we'll consider in the future.
As for this topic, it sounds like a defender is the way to go. I've considered Empathy but I would kinda like to try something else because we are currently running a duo with my elec/sd brute and his emp/ice defender. I'm not opposed to going emp, but I think I'd rather mix it up a bit and try something different.
Rad Defenders can pull crowds and debuff them with toggles and set them up for a nice AoE Scrapper very well. And as mentioned, they get an early recovery buff (with lots of other benefits).

My first character was a Kin/Rad defender partnered with my friend's Spines/Invuln scrapper. We worked very well together. Kin provides +Recharge and +Recovery in spades, which helped fill in the scrapper's gaps. Plus Fulcrum Shift + lots of Spines AoE = lots of defeated bad guys.
The best partner is also going to depend on what you want to optimize. If you want your scrapper friend to be unkillable, partner him with something that synergizes with his defenses. If you want to optimize his offense, partner him with a set that helps Spines gaps, which is what I did.

I'd do a kinetics controller. Pick a controller set that gets aoe immobilze. You're going to want to hold down runner, because spines gets a lot of them. Kinetics will boost damage massivly as well as help with recharge and recovery.

I recommend going with a Fire/Cold Controller or Corruptor if you both start out on Praetoria. Fire has strong AoE damage and control which works well with Spines and /Cold is just a great set. It has +recovery, +HP, +defense, +resistance and a ton of debuffs.

I'd have to say emp. +dam, +regen, +recovery, +recharge, +def... the single target buffing and auras available to emp are heaven to a scrapper. Stacked with leadership from both of you and you're looking at tooons of extra damage and survivability. Have the emp take the sonic secondary for some awesome -res to hurt the enemies even more. Sounds like it would be an awesome combo.
Don't let the emp take absorb pain or heal other. You won't need the healing outside of the occasional healing aura maybe. That'll clear up slots to get more powers to help out the duo in a meaningful way.

With Assault and Fortitude, you'll be getting +50% damage.
Emp will provide you with a ton of extra defense to stack on top of your resistance AND give you a whole slew of extra beneficial effects. No other duo buddy will provide you with as much as an Emp.

Leadership pool (I have all three Toggles) is really well suited to Empathy. Throw Fort on the scrapper and stand near them during combat and they basically have Fort on Steroids.
Adrenaline boost can be made perma for one target, but until then, you can alternate the RAs and AB to keep your partner boosted at all times.
Sonic is a good secondary, but I think you are min/maxxing too much. Play a secondary that you enjoy and all the rest is gravy.
Absorb Pain is definitely skippable, but DO NOT SKIP HEAL OTHER. You will not always be duo-ing and in the lower levels when your scrapper partner will not be IOed out, Heal Other is going to be used from time to time. Especially in the beginning of a fight.

Thats the big question I suppose. Does spines on its own have enough offensive fire power to do a lot of damage or does it need the recharge boost of kin or rad. Or is dark (or electric armor depending on which he chooses) squishy enough to require that addition defense buffs?

I'd probably base my defender choice on what you find the most fun, first off. I love playing Kinetics because it's very active. That makes the biggest difference. But otherwise, I'd probably play a more defensive set if the scrapper is going Electric. Electric gets a base +recharge power and good endurance recovery with Power Sink. You can probably be a bit more defensive. With Dark Armor, he's probably going to want some +recovery somewhere.
